地方政府在公共事件引发的危机公关中的应对研究

【摘要】:从抗击SARS到汶川地震,我们国家在公共突发事件的处理和公共关系的维护上不断的吸取经验,总结教训。然而在一场声势浩大的四川什邡事件之后,对于各种欺瞒和不明确答复民众一下子掀起愤怒的浪潮,这表明随着网络日益普及,信息的快速传播,公众要求越来越高,中国领导人在舆论控制上面临日益严峻的形势。官员在公众场合的所言所为事实上代表的是公共权力的行使,从法理意义上讲,公共权力的行使必须要公开、公正和透明,这是社会大众对于政府行为的一种要求和希望。因此,养成正确的危机公关的意识,对于我国政府官员而言有着非常特别的意义。这些年在地方政府发生的挺多公关危机,大部分都与地方官员的恣意妄为、欺瞒百姓所导致的,严重损害了党和政府的形象。 其实,危机公关已经是现代政府的日常职责,当公共事件发生时,公众就看政府领导人去解释究竟发生了什么事,如何能够减少危机的影响。不可避免的,评论家和政敌会借此时机指责官方的负责人及其应对的对策,那么政府如何利用各式各样的手段,通过政府与社会公众之间进行的双向互动沟通交流,,增进公众对政府的了解,以减轻或环缓解危机事件对社会造成的重大影响,从而维护政府形象,就成了我们要研究的重要内容。政府领导人能否在战略挑战和政治风险中坚定信念,挑战中寻找机遇,也是对我们政府危机公关的一个考验。政府公关活动中,以媒介之力向公众传播和解释政府政策,努力形成良好的社会舆论环境。政府官员必须认识到他们必须规避一切的错误、失败或者是圈套才能实现预计的效果,最终维护公民最基本的权利和利益,推进社会主义和谐社会建设和服务型政府建设。 本文以我国地方政府危机公关为研究起点,从新公共管理理论角度进行探析,以政府“经济人假设”为基础对政府行为进行分析,通过“四川什邡事件”对我国地方政府应对公共危机时公关处理不当等方面原因进行研究,同时参考了国外的一些公关经典案例,最后提出以新公共管理理论为工具的对策建议。
[Abstract]:From fighting SARS to Wenchuan earthquake, our country draws lessons from the management of public emergencies and the maintenance of public relations. However, after a huge incident in Shifang, Sichuan, the public suddenly started a wave of anger about all kinds of deception and lack of clear answers. This shows that with the increasing popularity of the Internet and the rapid spread of information, the public demand is getting higher and higher. China's leaders face an increasingly grim situation in controlling public opinion. What officials say and do in public actually represents the exercise of public power. In the sense of law, the exercise of public power must be open, fair and transparent, which is a demand and hope of the public for government action. Therefore, it is of special significance for our government officials to develop the correct awareness of crisis public relations. In recent years, many public relations crises have occurred in the local government, most of them have acted recklessly with the local officials, deceived the people and seriously damaged the image of the Party and the government. In fact, crisis public relations has become the daily responsibility of the modern government. When public events occur, the public will see the government leaders explain what happened and how to reduce the impact of the crisis. Inevitably, critics and political opponents will take this opportunity to blame officials and their countermeasures. How can the government use all kinds of means to communicate and communicate with the public through two-way interaction between the government and the public? To improve the public understanding of the government, to mitigate or to alleviate the crisis of the major impact on society, so as to maintain the image of the government, has become an important content of our study. Whether government leaders can firm their faith in strategic challenges and political risks and find opportunities in challenges is also a test for our government's crisis public relations. In the public relations activities, the government communicates and explains the government policy to the public with the power of the media, and makes great efforts to form a good public opinion environment. Government officials must realize that they must avoid all mistakes, failures or traps in order to achieve the expected results, and ultimately safeguard the most basic rights and interests of citizens, and promote the construction of a harmonious socialist society and a service-oriented government. This article takes our country local government crisis public relations as the research starting point, carries on the analysis from the new public management theory angle, takes the government "the economic man hypothesis" as the foundation to carry on the analysis to the government behavior. Through the "Shifang incident in Sichuan Province", this paper studies the reasons for the improper handling of public relations by local governments in our country in response to public crises. At the same time, it makes reference to some classic cases of public relations in foreign countries. Finally, the paper puts forward the countermeasures and suggestions based on the new public management theory.
