LW工商分局员工绩效管理研究

【摘要】:绩效管理是现代政府管理的核心课题,随着我国行政管理体制和政府职能改革的不断深化,政府部门绩效管理的重要性逐步突显。西方发达国家在绩效管理的理论探讨和实践上取得了较好的发展和积累了较为丰富的经验。对比之下,我国由于经济改革和体制改革的发展时间尚短,在理论和实践上未形成成熟的体系和应用。因应时势的发展,政府职能部门应该运用现代绩效管理的知识和工具,辅导和帮助其员工实行有效的绩效管理,提升员工的个人绩效,输出优质高效的公共服务,从而提升部门的组织效能和竞争力,适应现代公共管理的发展要求。 工商行政管理部门是政府行使市场监管和行政执法职能的重要部门。近年来,公众对政府部门工作效率和服务质量的要求不断提高,媒体监督力度持续加大,客观上要求工商部门加强自身绩效管理,提高行政效能,以满足公众的需要。通过笔者自身的工作经历和调查发现,LW工商分局作为行政执法部门,其员工的绩效管理存在绩效考核欠缺科学、管理环节缺失等问题,导致其员工绩效未能有效提升。本文从LW工商分局公务员绩效管理现状入手,深入调查存在的问题和剖析其中的原因,对症下药,通过引入绩效管理的理论知识和工具,,改进员工绩效考核制度,并完善绩效管理环节,以此解决LW工商分局员工绩效管理存在的问题,达到考核科学,环节完整,管理到位,提升LW工商分局组织绩效的目的。同时,笔者亦希望通过本研究为其他行政部门改进绩效管理,提升行政效能提供有效参考。
[Abstract]:Performance management is the core subject of modern government management. With the deepening of the reform of administrative management system and government function in China, the importance of performance management of government departments is gradually highlighted. The western developed countries have achieved good development and accumulated rich experience in the theoretical discussion and practice of performance management. Due to the short development time of economic reform and system reform, China has not formed a mature system and application in theory and practice. Due to the development of the current situation, the government departments should use the knowledge and tools of modern performance management to guide and help their employees to carry out effective performance management, improve their personal performance and output high quality. Effective public services, so as to enhance the organizational effectiveness and competitiveness of departments, and adapt to the development requirements of modern public management.
The administrative department for Industry and commerce is an important department for the government to exercise market supervision and administrative law enforcement functions. In recent years, the public's demands for the work efficiency and service quality of the government continue to increase, and the supervision of the media continues to increase, and the industrial and commercial departments are objectively required to strengthen their own performance management and improve the administrative efficiency so as to meet the needs of the public. After the author's own work experience and investigation, LW industry and Commerce Branch as the administrative law enforcement department, the performance management of its employees has problems such as lack of scientific performance assessment and lack of management link, which leads to the failure of employee performance. This paper, starting with the status quo of civil service performance management in LW industry and Commerce Branch, deeply investigates the existing problems and profiles. By introducing the theoretical knowledge and tools of performance management, we can improve the staff performance appraisal system and improve the performance management link by introducing the theoretical knowledge and tools of performance management to solve the problems of employee performance management in the LW business branch and achieve the purpose of assessing science, complete links and management in place, and improving the organizational performance of LW industry and Commerce Branch. It is also hoped that this study will provide an effective reference for other administrative departments to improve performance management and enhance administrative efficiency.
