部分发达国家行政审批改革的制度设计和工具选择

【摘要】：作为新公共管理之后的又一轮现代政府改革,整体政府跨界协同已然成为世界公共行政理论发展和实践探索的新常态。在这一理念推动下,行政审批现代化逐渐成为各国行政改革的重点,在转变政府职能和促进经济繁荣中发挥着关键的核心作用。鉴于当代政府建设的发展趋势和我国改革的现实需要,系统梳理并总结发达国家的实践经验,将有利于促进中国行政审批制度改革逐步法制化、规范化、专业化、综合化。
[Abstract]:As another round of modern government reform after the new public management, cross-border coordination of the whole government has become a new normal for the development of the theory and practice of public administration in the world. Driven by this concept, the modernization of administrative examination and approval has gradually become the focus of administrative reform in various countries, and it plays a key role in transforming government functions and promoting economic prosperity. In view of the development trend of contemporary government construction and the realistic needs of China's reform, systematically combing and summing up the practical experience of developed countries will help to promote the reform of China's administrative examination and approval system to gradually legalize, standardize, professionalize and synthesize.
