论张家口市农业产业化的政府服务功能

【摘要】：农业产业化经营是我国农业经营体制机制的创新，是现代农业发展的方向，是继家庭联产承包责任制和乡镇企业异军突起的第三次农村变革。它是农业和农村经济发展过程中多种矛盾相互作用的结果，是农村广大干部群众在市场经济条件下积极探索农业发展新路的结果。而一开始由政府来探索农业产业化经营的模式就决定了政府在推动农业产业化中必须发挥其应有的作用。张家口是典型的山城，经济水平相对落后，农民生活相对贫困，走农业产业化路子，是增加农民收入、缩小贫富差距的重要途径。发达国家和我国沿海地区农业产业化经营的成功经验告诉我们，在张家口的农业产业化经营中政府应有所为有所不为，应不断探索发挥在克服市场不足、降低交易成本、促进农业产业化健康有序发展等方面的积极作用。在深入研究国内外农业产业化发展资料的基础上，对张家口推动农业产业化发展的政府服务职能进行了探索。首先，认真分析理解农业产业化相关概念、农业产业化的发展阶段及构成要素；同时将近几年来专家学者对政府职能概念的理解与阐述进行了列举，从而激发更多学者关注政府职能的发挥，特别是服务型政府建立的理论指导性研究。其次，结合张家口地区自身实际，，以张家口优势产业——蔬菜发展为例，分析在推动农业产业化中存在的问题及原因。最后，利用经验总结法并结合张家口姚家房镇等案例，重点从完善市场体系、配强龙头企业、加快基地建设、完善投入机制、发挥服务、协调、调控职能等发面探索政府推进农业产业化发展的有效途径。政府推动农业产业化发展应从两个方面分析：第一、政府服务功能的实施方式。政府由建国初期的政权建设型转向公共服务型在服务型政府定位的基础上,政府的公共管理服务职能的实施方式是由市场经济体制决定的。基于对服务型政府职能的认识，对政府在推动农业产业化发展中服务功能的实施方式也应有新的认识。第二、政府推进农业产业化的重要举措。农业产业化经营是农业在市场经济体制发展到一定程度的产物，政府在干预过程中必须遵循市场规律。同时政府应该加大投入，为农业产业化提供良好的发展环境，起到服务、调控、协调、监督的作用。
[Abstract]:Agricultural industrialization management is the innovation of agricultural management system mechanism, the direction of modern agriculture development, and the third rural reform following the household contract responsibility system and the sudden emergence of township enterprises. It is the result of the interaction of various contradictions in the process of agricultural and rural economic development, and the result of the cadres and masses in rural areas actively exploring the new way of agricultural development under the condition of market economy. At the beginning, the government should play its due role in promoting agricultural industrialization by exploring the mode of agricultural industrialization management. Zhangjiakou is a typical mountain city with relatively backward economic level and relative poverty among farmers. Taking the road of agricultural industrialization is an important way to increase farmers' income and narrow the gap between rich and poor. The successful experience of agricultural industrialization management in developed countries and coastal areas of China tells us that the government should do something wrong in Zhangjiakou's agricultural industrialization management, and should constantly explore how to overcome the shortage of the market and reduce the transaction cost. To promote the healthy and orderly development of agricultural industrialization and other aspects of the positive role. On the basis of deeply studying the development data of agricultural industrialization at home and abroad, this paper probes into the government service function of Zhangjiakou in promoting the development of agricultural industrialization. First of all, we should carefully analyze and understand the related concepts of agricultural industrialization, the development stage and components of agricultural industrialization; at the same time, experts and scholars have enumerated the understanding and elaboration of the concept of government function in the past few years. Thus, more scholars pay more attention to the function of government, especially the theoretical guidance research on the establishment of service-oriented government. Secondly, according to the actual situation of Zhangjiakou area, taking Zhangjiakou's advantage industry-vegetable development as an example, this paper analyzes the existing problems and reasons in promoting agricultural industrialization. Finally, using the method of summing up experience and combining with the case of Yao Jiafang Town in Zhangjiakou, the emphasis is put on perfecting the market system, strengthening the leading enterprises, speeding up the construction of the base, perfecting the investment mechanism, giving full play to the service, and coordinating. Regulation and control functions and other areas to explore the effective way for the government to promote the development of agricultural industrialization. The government should analyze the development of agricultural industrialization from two aspects: first, the mode of implementation of government service function. On the basis of the orientation of the service-oriented government, the mode of implementation of the government's public management and service function is determined by the market economy system. Based on the understanding of the function of the service-oriented government, there should be a new understanding of the mode of implementing the service function of the government in promoting the development of agricultural industrialization. Second, the government promotes the important measure of agricultural industrialization. Agricultural industrialization management is the product of agriculture developing to a certain degree in the market economy system. The government must follow the market law in the process of intervention. At the same time, the government should increase investment, provide a good development environment for agricultural industrialization, and play the role of service, regulation, coordination and supervision.
