四川省公共危机应急管理体系的案例研究

【摘要】：在中国经济建设高速发展期间，各类突发公共事件必然层出不穷，严重的阻碍了社会稳定的，造成了严重恶劣的社会影响。自2003年伊始，我国利用以往处理应对各公共危机事件的经验教训，我国逐步建立起了国家公共危机管理系统，并开始提高民众对危机管理的认识。公共危机管理措施反映着一个政府建立可持续发展的社会的能力，并成为权衡政府公共管理能力的重要因素。从实际情况看，，近年来，四川省公共危机管理在国家公共危机管理发展的大政策下，还存在不少薄弱环节的突出问题，阻碍了公共管理的进一步发展。因此，本文从现有公共危机管理系统出发，结合四川的实际的情况提出有针对性的对策性建议，对提高四川公共危机管理综合能力具有现实意义。第一，本文分析了世界上各个国家以及我国自身的应对方案的特点，从而总结出了公共危机管理的基本理论和原则，并且阐述了危机管理的概念，特点和限定。通过四川公共危机管理体系建立的历史进程和公共危机管理的实践经验，总结近几年在四川发生的事件的公共危机类型，主要集中为自然环境突发型，利益不均衡型，意识冲突型，自我诉求型。并深刻分析四川省危机管理过程中的管理体系方法，以及应急预案体系、决策系统、执行和监控系统。通过分析四川省全省的自然环境和社会环境的实际情况，以最近几年发生在四川的具有代表性的公共时间做为研究案例，总结其类型和特点，评估四川公共危机管理的情况，总结出各类危机发生的成因。并在目标导向、实施途径等方面提出一些有建设性的建议，以改善目前四川的公共危机管理系统的总体思路，并确立四川公共危机管理机构的权威性，改进和完善各种应急预案，并将其纳入四川省各级政府的绩效考核机制改革中，推行良好的公共信息和舆论引导办法，从而加快加强公共农村地区的危机管理系统建设。除此之外，对如何努力解决外部环境的影响所妨碍公共危机管理的不利因素也提出了有针对性的建议。
[Abstract]:During the rapid development of China's economic construction, all kinds of unexpected public events are bound to emerge in endlessly, which seriously hinder social stability and cause serious social impact. Since the beginning of 2003, China has gradually established a national public crisis management system and started to raise the public's understanding of crisis management by making use of the experience and lessons of dealing with various public crisis events in the past. The measures of public crisis management reflect the ability of a government to establish a society of sustainable development and become an important factor in weighing the ability of government to manage public affairs. In recent years, public crisis management in Sichuan Province has many outstanding problems of weak links under the big policy of the development of national public crisis management, which hinders the further development of public management. Therefore, based on the existing public crisis management system and combined with the actual situation in Sichuan, this paper puts forward targeted countermeasures, which is of practical significance to improve the comprehensive ability of Sichuan public crisis management. First, this paper analyzes the characteristics of the coping plans of all countries in the world and our own, thus summarizes the basic theory and principles of public crisis management, and expounds the concept, characteristics and limitations of crisis management. Through the historical process of the establishment of Sichuan public crisis management system and the practical experience of public crisis management, this paper summarizes the types of public crisis that occurred in Sichuan in recent years. Consciousness conflict type, self-appeal type. It also deeply analyzes the management system method, emergency plan system, decision system, execution and monitoring system in the process of crisis management in Sichuan province. By analyzing the actual situation of the natural environment and social environment in Sichuan Province, taking the representative public time in Sichuan Province as a case study in recent years, this paper summarizes its types and characteristics, and evaluates the situation of public crisis management in Sichuan. Summarize the causes of all kinds of crises. Some constructive suggestions are put forward to improve the public crisis management system in Sichuan, and to establish the authority of the public crisis management organization in Sichuan. To improve and perfect all kinds of emergency plans, and to incorporate them into the reform of the performance appraisal mechanism of Sichuan governments at all levels, and to promote good methods of public information and public opinion guidance, so as to speed up the construction of crisis management systems in public rural areas. In addition, some suggestions on how to deal with the adverse factors of public crisis management due to the influence of external environment are put forward.
