公共危机情境下网络群体行为演变影响因素及政府治理研究

【摘要】:随着网络的普及和网络技术的快速发展,我国网民的规模逐步增长扩大,网络已经成为重要的信息传递渠道和舆论媒介。近年来,各种公共危机事件不断发生,三鹿奶粉事件、汶川地震、钓鱼岛事件、7.23动车事件、厦门公交车起火事件等,每次事件的发生都在网络上引起热议,对政府公共管理影响颇为显著,网络的普及客观上加大了群众参与群体性事件的可能性。网络群体事件是公共危机情境下网络社会中政府经常遭遇的一种危机,在危机情境下,每一类网络群体都有其特有的行为方式,对社会造成不同的影响,且各类群体行为并不是一成不变的,会受到各方面因素的影响从而进行演化。众所周知,网络群体行为的演化与网络危机事件的发展密切相关,若群体行为朝理性的方向发展,可以促进危机事件的解决和平息,相反则加大了危机事件对社会的不利影响,也使得政府对网络危机事件的管控更加困难。因此,研究公共危机情境下网络空间中群体行为演变的影响因素有利于正确把握网络群体行为的有效治理。已有的相关研究大多是从某一方面总结其影响因素,如根据群体动力学理论,提出与群体相关因素;或是从个体角度出发,研究个体内在因素对网络群体性事件演变的影响。但公共危机情境下网络群体行为演变是如何发生的?影响公共危机情境下网络群体行为演变的因素有哪些?其分类依据有哪些?目前还没有较为系统的研究。本文在相关研究的基础上将网络群体行为演变分为四种类型,即传染、耦合、诱发和转化,并根据勒温的场论及群体动力学理论归纳出网络群体行为演变的四种影响因素,构建网络群体行为演变影响因素模型,分析四种影响因素与公共危机情境下网络群体行为演变之间的关系。以2012年7月中旬发生在我国大部分地区的暴雨灾害为例进行实证研究,采用问卷调查的方法收集数据,并运用SPSS18.0研究各影响因素对网络群体行为演变的影响。结果表明:个人特征因素、群体结构因素、事件特征因素和事件发生环境因素对公共危机情境下网络群体行为的四种演变有部分相关或显著影响。本文在此研究的基础上,分别从群体行为影响因素、网络群体行为演变类型和网络群体类型三个方面提出了针对性的建议。
[Abstract]:With the popularization of network and the rapid development of network technology, the scale of Internet users in China has gradually increased and expanded, the network has become an important channel of information transmission and media of public opinion. In recent years, various public crisis events have occurred, such as the Sanlu milk powder incident, the Wenchuan earthquake, the Diaoyu Island incident, the 7.23 train incident, the Xiamen bus fire incident, and so on. Each incident has aroused heated discussion on the Internet. The popularity of the network objectively increases the possibility of mass participation in mass events. The network group event is a kind of crisis which the government often encounters in the network society under the public crisis situation. In the crisis situation, each kind of network group has its unique behavior style, which has different influence on the society. And all kinds of group behavior is not static, and will be affected by various factors to evolve. As we all know, the evolution of network group behavior is closely related to the development of network crisis events. If group behavior develops in the direction of rationality, it can promote the resolution and appease of crisis events, on the contrary, it increases the adverse effects of crisis events on society. It also makes it harder for governments to manage cyber crises. Therefore, studying the influencing factors of the evolution of group behavior in cyberspace under the public crisis situation is beneficial to correctly grasp the effective governance of network group behavior. Most of the related studies have summarized the influencing factors from a certain aspect, such as according to the theory of population dynamics, put forward the related factors with the group, or from the perspective of individuals, to study the impact of individual internal factors on the evolution of network group events. But how did the network group behavior evolve in the context of public crisis? What are the factors that affect the evolution of network group behavior in the context of public crisis? What is the basis for its classification? At present, there is no systematic research. In this paper, the evolution of network group behavior is divided into four types: infection, coupling, inducement and transformation, and four influencing factors are concluded according to Lewin's field theory and group dynamics theory. This paper constructs a model of influencing factors of network group behavior evolution and analyzes the relationship between the four influencing factors and the evolution of network group behavior under the situation of public crisis. Taking the rainstorm disaster that occurred in most parts of China in the middle of July 2012 as an example, the data were collected by questionnaire and SPSS18.0 was used to study the influence of various influencing factors on the evolution of network population behavior. The results show that the factors of individual characteristics, group structure, event characteristics and event environment have a partial correlation or significant influence on the evolution of network group behavior in public crisis situations. On the basis of this research, this paper puts forward some specific suggestions from three aspects: the influencing factors of group behavior, the evolution of network group behavior and the network group type.
