包头市公交优先政策研究
[Abstract]:At present, the development of urban public transportation in our country is far from meeting the needs of economic and social development and people's travel, and the proportion of urban public transport travel in most cities is on the low side. In order to alleviate the contradiction of traffic congestion, travel inconvenience and environmental pollution fundamentally, it is necessary to set up the concept of priority development of public transport. Public transport priority is an important part of the urban traffic development strategy at the national level, and it is the inevitable choice to solve the urban traffic problems in China. It is an important content of government public administration to realize the development of public transport priority. However, how to implement and realize the priority of public transportation is still in the groping stage. Baotou as the largest city in Inner Mongolia, after establishing the development goal of public transport priority, the municipal government has issued a series of policies and measures, has achieved certain results, and has taken a road of bus priority development with the characteristics of Baotou. The paper begins with the policy system of public policy analysis, analyzes the main concepts, categories, principles and methods of public policy analysis, and based on the characteristics and development rules of public transport. This paper analyzes the relationship between public transport priority and government policy making, and clarifies the role of government in the development of public transport priority. Secondly, the paper summarizes the status of traffic development in medium cities. According to the theory of policy process in the analysis of public policy, this paper compares the representative and reasonable modes of public transport development in different cities, and puts forward the conclusion that public transport priority is the best scheme for the development of public transport in medium cities. Thirdly, according to the relevant theory of public policy analysis, this paper discusses the development strategy of public transport priority from the steps and methods of policy analysis and the method of system analysis. Finally, the paper summarizes the main experiences of public transport priority development at home and abroad, and takes Baotou city bus priority development efforts as an example to illustrate a series of measures and measures taken by the government in the aspects of organization, policy, supervision and security. And through the overall analysis of the case of bus priority development in Baotou City, the correctness of this paper is verified.
