四川什邡“7.2”群体性事件政府应对舆情危机案例研究
[Abstract]:At present, China is in the period of system reform and economic transformation. A series of factors, such as increasing social instability, constantly adjusting the pattern of interests, decreasing social control and intensifying social differentiation, have exposed some deep-seated contradictions in society. Leading to frequent occurrence of mass events. With the continuous development of network technology, network users show a growing trend, people are more and more accustomed to use the Internet to understand the world, express their views, and pour out their demands. As a result, the Internet became an amplifier of ideological and cultural information and public opinion, and profoundly affected social management, party building, and other facets. In 2012, Shifang, Qidong, Zhenhai and other places had mass incidents. Local residents took to the streets to protest against the construction of projects affecting the environment. It is worth noting that, in Shifang City, the local government cancelled the projects after the incident of "police conflict" and the Qidong attack on the municipal building. In these incidents, the vast majority of the local people have started to broadcast live pictures and words on the scene through mobile phones and computers. This information, which has added personal will, has been widely circulated through Weibo, forums, blogs, and so on. Has attracted much greater and wider attention. With the rapid use of Weibo and other interactive platforms, the pressure on public opinion faced by the government is gradually increasing. How to guide the situation is not only a realistic problem in strengthening social management, but also a practical issue for leading cadres at all levels to govern. Therefore, this paper chooses Shifang "7.2" as a case study. By using the theory of public crisis management and the theory of new public management, this paper studies the public opinion case of "7.2" group incident in Shifang, Sichuan Province. The causes of public opinion crisis of "7.2" group incident in Shifang City, Sichuan Province, are analyzed in depth, and the problems of public opinion communication and public opinion guidance are analyzed when Shifang government carries out major project construction. This paper summarizes the performance of Shifang government in the failure of public opinion disposal, finds out the reasons for the failure of public opinion disposal, and puts forward the corresponding measures taken by Shifang government in the aspect of public opinion disposal. The significance of this case study is to provide reference experience for other cities and counties in China to deal with the public opinion of mass incidents, that is, to improve the transparency of major projects and public participation in major projects; It also provides corresponding countermeasures and suggestions for other cities and counties in our country to deal with the public opinion of mass incidents, that is, to enhance the awareness of network public opinion crisis, to establish the mechanism of emergency news release and to build a multi-department cooperative communication mechanism.
