“禁摩限电”是公共管理低能的无奈

【摘要】:正简单粗暴地用禁止、限购、限行的方式管理摩托车、电动车与国家治理现代化的要求是背道而驰的。上月深圳以杜绝涉摩涉电交通事故、保障机动车顺利通行和营运车辆公平竞争的名义开展"禁摩限电"行动,此举引发很大争议。这已不是全国第一例禁摩限摩的行动,早在2014年5月,全国共有178个城市采取了各种方式的禁限摩措施,占全国城市总数的8%。其中地级市140个,占全
[Abstract]:Simply and rudely managing motorcycles in a way that bans, limits purchases and limits travel, electric vehicles run counter to the requirements of modernizing governance. Shenzhen last month launched a "power ban" in the name of putting an end to motorized traffic accidents and ensuring smooth passage of motor vehicles and fair competition for operating vehicles, a move that has caused considerable controversy. As early as May 2014, 178 cities across the country took various measures, accounting for 8% of the total number of cities in the country. Of these, 140 were prefecture-level cities, accounting for the total.
