“一带一路”中的安全鸿沟解决:和平与发展协同增效的中国方案

【摘要】："一带一路"倡议发展势头良好。但同时沿线地区三股势力长期盘踞。随着中国海外企业投资不断扩大,其面临的安全需求也陡然上升。传统的国家安全力量在关键时刻能够担负紧急救援任务,但常态化的安全供给仍显不足。私营安保公司等安全市场化的运作,虽然面临法律、装备等问题,但促进安保供给市场化的健康发展在目前一段时间内是解决常态化安全供给的选择。除此以外,中国也需要依托"一带一路"的发展平台,宣扬"以发展促和平"的安全共同体理念,发挥区域的战略伙伴关系,合作提供区域安全公共产品。
[Abstract]:The "Belt and Road" initiative has a good momentum of development. But at the same time along the three forces along the long-standing. As China's overseas investment continues to expand, its security needs are also rising steeply. Traditional national security forces can undertake emergency rescue at critical times, but the regular security supply is still insufficient. Although private security companies and other security companies are facing the problems of law and equipment, the healthy development of security supply marketization is the choice to solve the problem of normal security supply for a period of time. In addition, China also needs to rely on Belt and Road's development platform, promote the concept of "promoting peace through development", give play to the regional strategic partnership, and cooperate to provide regional security public goods.
