上海工业能效提升政策研究

【摘要】:上海工业经济取得了连续多年的高速增长,但是这种经济的高速增长却明显地伴随着资源消耗,尤其是能源消费的急剧增加。统计数据看,尽管上海的能源利用率逐年提高,2010年的万元能耗不到1990年的1/5,是全国能源利用率最高的城市之一,并以全国3.5%的能源消费创造了全国5.5%的GDP,但经济发展对能源的依赖有增无减。 因此,能源综合利用效率提升是上海市节能降耗的中心工作和主要抓手,上海市应通过采取强有力的能效提升措施,促进全市综合能源利用效率的提升,其中占全市用能比重约为54%的工业行业,提升能效工作更是重中之重。目前,尚无成熟的工业能源综合利用效率指标体系,建立一套科学、合理、有实际操作价值的工业能效指标统计体系,是上海市相关行政部门科学行政的依据。本文通过对影响工业能源综合利用效率的指标和权重的研究,建立了上海工业能源综合利用效率评价体系,并依此研究上海提升工业能源综合利用效率的措施方法,对指导本市工业节能减排工作是有意义的。 本文通过研究相关文献,运用新公共管理理论和系统论,提出从一次能源结构、加工转换、输送分配、终端使用这些环节找出影响上海工业能效的主要因素,并根据各因素的贡献率设计了上海工业能源综合利用效率指标体系,并采用多目标线性加权函数法建立评估模型,计算某一年度的能效提升指数。根据预测模型,2011年上海工业能效提升0.79%,2015年上海工业能效提升5.17%。分析可知,终端使用环节节能和加工转换、分配输送环节的能效提升是上海工业能效提升的主要抓手;建议通过采取规划指向、政策引导、标准限制、财政支持等方式,以及实施重点工程等手段,,推进上海工业能源综合利用效率提升。
[Abstract]:Shanghai's industrial economy has made rapid growth for many years, but the rapid growth of this kind of economy is obviously accompanied by the consumption of resources, especially the sharp increase of energy consumption. According to statistical data, although Shanghai's energy efficiency has increased year by year, the energy consumption of 10,000 yuan in 2010 was less than a fifth of the 1990 level, which is one of the highest energy efficiency cities in the country. At the same time, 3.5% of the country's energy consumption has created 5.5% of GDP, but the dependence of economic development on energy has increased unabated. Therefore, the promotion of comprehensive energy use efficiency is the central work and main grasp of energy conservation and consumption reduction in Shanghai. Shanghai should promote the promotion of comprehensive energy use efficiency of the whole city through the adoption of strong energy efficiency promotion measures. Among them, about 54% of the city's energy use industry, energy efficiency is the top priority. At present, there is no mature index system of comprehensive utilization efficiency of industrial energy. Establishing a set of scientific, reasonable and practical index statistical system of industrial energy efficiency is the basis of scientific administration in Shanghai. Based on the study of the indexes and weights affecting the comprehensive utilization efficiency of industrial energy, the evaluation system of the comprehensive utilization efficiency of industrial energy in Shanghai is established, and the measures to improve the comprehensive utilization efficiency of industrial energy in Shanghai are studied. To guide the city's industrial energy conservation and emission reduction work is meaningful. By studying relevant documents, using the theory of new public management and system theory, this paper proposes to find out the main factors that affect industrial energy efficiency in Shanghai from the primary energy structure, processing conversion, transportation and distribution, and terminal use. According to the contribution rate of various factors, the index system of comprehensive utilization efficiency of industrial energy in Shanghai is designed, and the evaluation model is established by using multi-objective linear weighting function method, and the energy efficiency index of a given year is calculated. According to the forecast model, industrial energy efficiency in Shanghai increased by 0.79 in 2011 and 5.17 in 2015. The analysis shows that energy saving and processing conversion of terminal use link and energy efficiency improvement of distribution and transportation link are the main grasp of industrial energy efficiency improvement in Shanghai. It is suggested that the comprehensive utilization efficiency of industrial energy in Shanghai should be promoted by means of planning direction, policy guidance, standard restriction, financial support and the implementation of key projects.
