广东省防震减灾示范城市创建的政策研究

【摘要】：防震减灾是国家公共安全的重要组成部分,是重要的基础性、公益性事业,事关人民生命财产安全和经济社会可持续发展。城市防震减灾工作是我国整个防震减灾事业的重要基础和有机组成部分,是联系社会、管理社会、服务社会的主要平台。我国多数城市和重大工程地震灾害潜在风险很高,尤其随着城镇化的快速发展,迅速提高我国城市预防和减轻地震灾害的综合能力,成为实现公共安全,构建和谐社会的迫切要求。本论文探讨广东省防震减灾示范城市创建工作。宏观上,通过分析把握新形势下现代服务型政府和社会公众对防震减灾的需求,找准防震减灾在社会管理和公共服务中的定位,从强化防震减灾行业的社会管理职能、意识和依法管理的角度,研究创新加强防震减灾社会管理的新举措和新办法,以促进防震减灾事业实现从业务工作为主向政府职能转变,从内部管理为主向社会管理转变,从自身发展为主向公共服务转变。利用政府及其业务部门在公共管理领域对公共政策、公共资源等的运用,尤其是防震减灾事务管理的政策方向、管理方式的特点、功能、趋势、利弊等基础内容的分析,具体通过对广东省防震减灾示范城市创建的内容、实施过程、实施效果及其政策的研究,分析创建工作存在的问题,探讨改进工作的对策建议。本论文的研究思路为通过分析我国防震减灾工作面临的形势,广东省防震减灾工作的现状,简要评析广东省防震减灾示范城市创建主要政策的内容和执行情况,据此分析创建工作存在的问题,重点给出对策和建议。本文研究方法有文献检索法、访谈研究法。将实地调查与文献研究相结合,通过查阅和参考大量的国内外研究文献和资料,对我国防震减灾工作的历程及现状进行了梳理,从中得出广东省防震减灾示范城市创建工作的重要意义。通过实地调研广东省内多个地市的创建工作,用收集资料、与地方地震工作部门座谈,到现场考察等方式进行调查研究,取得了大量的一手资料。本论文以硕士论文的形式,以实际工作内容为基础,结合研究生社会实践活动,把政府公共管理中对防震减灾事务管理的理论和实践,通过广东省防震减灾示范城市创建这项具体工作来体现,研究对象针对性和可操作性强,并在研究成果上,提出了新公共管理理论在防震减灾管理中的具体运用,对防震减灾文化建设有系统的论述。本文为将来开展类似社会管理工作以及在全国范围内推行防震减灾示范城市创建工作提供借鉴。
[Abstract]:Earthquake prevention and disaster reduction is an important part of national public safety, is an important basic, public welfare undertakings, related to the safety of people's lives and property and sustainable economic and social development. Urban earthquake prevention and disaster reduction is an important foundation and an organic part of the whole cause of earthquake prevention and disaster reduction in China. It is the main platform for connecting the society, managing the society and serving the society. The potential risks of earthquake disasters in most cities and major projects in China are very high, especially with the rapid development of urbanization, the comprehensive ability of preventing and mitigating earthquake disasters in cities of our country has been rapidly improved, which has become the realization of public safety. The urgent requirement of constructing harmonious society. This paper discusses the establishment of a model city for earthquake prevention and disaster reduction in Guangdong Province. Macroscopically, through analyzing and grasping the demand of modern service-oriented government and the public for earthquake prevention and disaster reduction, and finding out the position of earthquake prevention and disaster reduction in social management and public service, we can strengthen the social management function of earthquake prevention and disaster reduction industry. From the angle of consciousness and management according to law, this paper studies and innovates the new measures and methods of strengthening the social management of earthquake prevention and disaster reduction in order to promote the transformation of the cause of earthquake prevention and disaster reduction from professional work to government function, from internal management to social management. Change from self-development to public service. Using the use of public policies and public resources in the field of public management by the government and its professional departments, especially the analysis of the policy direction, characteristics, functions, trends, advantages and disadvantages of the management of earthquake prevention and disaster reduction affairs, Through the research on the content, implementation process, implementation effect and policy of the model city of earthquake prevention and disaster reduction in Guangdong Province, the problems existing in the establishment are analyzed, and the countermeasures and suggestions for improving the work are discussed. The research idea of this paper is to analyze the situation of earthquake prevention and disaster reduction in China and the present situation of earthquake prevention and disaster reduction in Guangdong Province, and to briefly evaluate the contents and implementation of the main policies for the establishment of model cities for earthquake prevention and disaster reduction in Guangdong Province. On the basis of this, the problems existing in the establishment are analyzed, and the countermeasures and suggestions are put forward. The research methods of this paper are literature retrieval method and interview research method. Combining field investigation with literature research, this paper combs the course and present situation of earthquake prevention and disaster reduction work in China by consulting and referring to a large number of domestic and foreign research documents and materials. The significance of establishing a model city for earthquake prevention and disaster reduction in Guangdong Province is obtained. Through investigating the establishment of many cities in Guangdong Province, collecting data, discussing with local seismological departments and visiting the field, a great deal of first-hand data have been obtained. In the form of a master's thesis, based on the actual work content, combined with the social practice of graduate students, this paper puts forward the theory and practice of the government public administration in the management of earthquake prevention and disaster reduction affairs. Through the concrete work of establishing the model city of earthquake prevention and disaster reduction in Guangdong Province, the research object is pertinence and maneuverability is strong, and the concrete application of the new public management theory in the management of earthquake prevention and disaster reduction is put forward in the research results. A systematic discussion on the cultural construction of earthquake prevention and disaster reduction is given. This paper provides a reference for the development of similar social management work and the establishment of model cities for earthquake prevention and disaster reduction in the whole country.
