重视成本考量:民主制度形态转换中不可忽略的一个问题——以直接民主向代议制民主嬗变的原因分析为例

【摘要】：任何一种民主政治制度形态的有效运转都是要付出成本的。直接民主向代议制民主嬗变不仅是由于客观社会环境的变化、人口数量的激增、公共管理事务的复杂等一般原因使然,更是由于直接民主在现实运行中的经济成本、政治成本、时间成本、机会成本等高于代议制民主的运行成本这一特别原因导致的。基于成本比较考量的视角,客观深入分析直接民主向代议制民主嬗变的原因,不仅有助于加深国人对两种民主政治制度形态的理性认识,而且更有助于提高我们思考在当代如何将两种民主政治制度形态有机结合起来的实践能力,从而促进社会主义民主又好又快发展。
[Abstract]:The effective operation of any form of democratic political system comes at a cost. The evolution of direct democracy to representative democracy is caused not only by the change of objective social environment, the surge of population, the complexity of public administration, but also by the economic and political costs of direct democracy in the actual operation. The time cost, opportunity cost and so on are higher than the representative democracy operation cost this special reason. Based on the perspective of cost comparison, an objective and in-depth analysis of the reasons for the evolution of direct democracy to representative democracy is not only helpful to deepen the rational understanding of the two forms of democratic political system. It is also helpful to improve our practical ability to think about how to combine the two forms of democratic political system organically in order to promote the sound and rapid development of socialist democracy.
