长春市城市垃圾治理研究

【摘要】：随着经济的持续发展与社会文明程度的不断提高，人们对环境卫生的重视程度也日益增加。公共环境卫生已成为一个重要课题被纳入到公共管理之中。在公共环境卫生囊括的诸多方面，城市公共环境卫生问题日益突出，尤其是城市垃圾治理问题的矛盾性日渐激化，已经开始影响到城市生活甚至居民的身体健康，所以，城市垃圾治理问题越来越受到政府及社会方方面面的关注。本文正是基于这一背景而展开对长春市城市垃圾治理的针对性研究，从长春市城市垃圾治理的现状到地方政府和社会各个方面正在做出的努力。本文从长春城市垃圾的堆放与处理现状着手，从政府的政策措施和居民的生活习惯及对垃圾的态度出发，通过与国外成功的处理生活垃圾的案例进行对比，主要是各国各地政府的政策和居民的配合，以及世界各国各地先进的垃圾处理方法，分析长春市现在治理城市垃圾所面临的人为的及管理的问题，提出有针对性且可行性的、俭约的处理方案的参考思路。然后，根据笔者和各学者们的理论研究结合中国国情状况，给出可行性的优化建议。最后，通过简析一些建议的方法的简单易行性与分析策略的人性化便民度与受拥护度，得出笔者所提出的方案具有可行性的结论，并且方案具有相对投资少收效高的作用。本文以奥斯特罗姆等人提出的多中心治理理论为依托，采取理论研究与现实研究相结合，对比研究与案例研究相结合的方法，从长春市的城市垃圾治理治理问题的案例开始着手，探索长春市的城市垃圾治理方案，并进行多角度剖析与层层深入研究，给出长春市城市垃圾治理的建议。正文共分四个主要部分：第一部分，相关概念及理论综述；第二部分，研究长春市城市垃圾治理的现状；第三部分，分析长春市城市垃圾治理存在的问题和原因；第四部分，，建立长春市多中心城市垃圾治理系统的建议。最后，在本文结论部分对提出的一些优化城市垃圾处理系统的具体方案进行简要的概括分析，确定本文建议的合理性和可行性。
[Abstract]:With the continuous development of economy and the improvement of social civilization, people pay more and more attention to environmental hygiene. Public environmental hygiene has become an important issue to be incorporated into public administration. In many aspects of public sanitation, urban public sanitation is becoming more and more prominent, especially the contradiction of urban garbage treatment is becoming more and more intense, which has already begun to affect urban life and even the health of residents, so, The government and society pay more and more attention to the problem of urban garbage treatment. This paper is based on this background to launch a targeted study on the treatment of urban garbage in Changchun, from the current situation of urban garbage treatment in Changchun to the efforts being made by the local government and various aspects of society. This paper begins with the current situation of garbage stacking and disposal in Changchun, starting from the government's policy and measures, residents' living habits and attitudes towards garbage, and compares it with the successful cases of domestic waste disposal abroad. Mainly because of the policies of the governments of various countries and the cooperation of the residents, as well as the advanced waste disposal methods in various parts of the world, this paper analyzes the man-made and management problems faced by Changchun City in its current treatment of urban refuse, and puts forward the pertinent and feasible ones. A reference to a thrifty solution. Then, according to the theoretical research of the author and the scholars, according to the situation of China, the feasible optimization suggestions are given. Finally, by analyzing the simplicity of some suggested methods and the degree of humanization, convenience and support of the analysis strategy, the author draws the conclusion that the scheme proposed by the author is feasible, and the scheme has the function of less investment and higher efficiency. Based on the theory of multi-center governance put forward by Ostrom et al., this paper adopts the method of combining theoretical research with practical research, comparative study and case study. Starting from the case of the urban garbage treatment in Changchun, this paper probes into the urban garbage treatment scheme of Changchun, and makes a multi-angle analysis and in-depth study, and puts forward some suggestions for the treatment of urban garbage in Changchun. The text is divided into four main parts: the first part, the related concepts and theoretical review; the second part, the study of the current situation of Changchun municipal solid waste treatment; the third part, the analysis of the problems and reasons of Changchun city garbage treatment; The fourth part, the establishment Changchun multi-center city garbage treatment system proposal. Finally, in the part of the conclusion of this paper, the author makes a brief summary and analysis of some concrete schemes of optimizing the municipal waste disposal system, and determines the rationality and feasibility of the proposal in this paper.
