扬州市农村公共信息服务存在问题及对策研究

【摘要】：当今，信息化水平已成为衡量一个国家和地区现代化水平的重要标志。农村的信息化进程从本质上反映了农村现代化发展的水平；展现了农村可持续、健康、和谐发展的道路；体现了农村公共管理发展的必然趋势。农村公共信息服务是提高农业资源利用、降低生产成本、保护生态环境、适应市场和提高农产品国际竞争力的重要手段。我国政府高度重视农村信息化发展，通过扶持和市场化运作，发挥各公共信息服务主体作用和市场资源优势，开展多途径、多层面的个性化公共信息需求和服务，帮助农民按照市场需求进行生产和经营。从2004年至今，“中央一号文件”多次指出要高度关注农业和农村信息化以及农村公共信息服务发展的历程。尤其是2006年3月19日中共中央办公厅、国务院办公厅公布的《2006-2020年国家信息化发展战略》①一文中，对农业和农村信息化作出重要阐述：一、不断完善农业信息服务体系。二、大力推进面向“三农”信息服务。三、持续推进农村现代远程教育，实现优质信息资源共享。四、开发多领域的信息资源，，为人民群众的生产生活提供数字化信息服务。五、加大扶持力度，综合运用各种手段，加快推进中西部地区的信息网络建设，普及信息服务。因此，加快扬州市农村信息化进程，是推进农村公共信息服务发展的出发点和归宿，构建农村公共信息服务网络平台对完善农村公共信息服务建设具有重大的意义。本论文在全面分析国内外农村公共信息服务发展的基础上，以不同地区为样本，采用调查问卷方式，通过资料和数据分析目前扬州市农村公共信息服务发展现状及存在的问题，并在此基础上提出农村公共信息进一步发展的对策，试图构建扬州市农村公共信息服务发展的模式。
[Abstract]:Nowadays, the level of informatization has become an important symbol to measure the modernization level of a country and a region. The process of rural informatization reflects the level of rural modernization in essence, shows the road of sustainable, healthy and harmonious development in rural areas, and reflects the inevitable trend of the development of rural public management. Rural public information service is an important means to improve the utilization of agricultural resources, reduce production costs, protect the ecological environment, adapt to the market and improve the international competitiveness of agricultural products. Our government attaches great importance to the development of rural information, through supporting and market-oriented operation, play the main role of public information services and market resources advantages, carry out multi-way, multi-level personalized public information needs and services. Help farmers to produce and operate according to market demand. From 2004 to now, the No. 1 document of the Central Committee has pointed out many times that we should pay close attention to the development of agricultural and rural informatization and the development of rural public information services. Especially in the article "National Informatization Development Strategy 2006-2020" published by the General Office of the CPC Central Committee and the General Office of the State Council on March 19, 2006, this paper makes an important exposition on agriculture and rural informatization: first, to continuously improve the agricultural information service system. Second, vigorously promote information services oriented to agriculture, rural areas and farmers. Third, continue to promote modern distance education in rural areas and realize the sharing of high-quality information resources. Fourth, to develop information resources in various fields to provide digital information services for the production and life of the people. Fifth, increase support, use all kinds of means synthetically, accelerate the construction of information network in the central and western regions, popularize information service. Therefore, speeding up the process of rural information in Yangzhou City is the starting point and destination of promoting the development of rural public information service. It is of great significance to construct the network platform of rural public information service to perfect the construction of rural public information service. Based on the comprehensive analysis of the development of rural public information services at home and abroad, this paper takes different regions as samples, adopts questionnaire, and analyzes the current situation and problems of rural public information services in Yangzhou City by means of data and data. On this basis, the author puts forward the countermeasures of further development of rural public information, and tries to construct the development mode of rural public information service in Yangzhou City.
