广东省公务用车管理问题和对策

【摘要】:公务用车问题是近几年非常突出的问题,而如何对公务用车管理改革也引起了中央行政主体、学术界、法律界等不同主体的关注。而广东省作为中国经济的大省,也作为中国经济改革的先锋,一直处在改革的前线。同时,广东省的公务用车管理问题也十分突出,因此本文选取广东省作为研究对象。目前,广东省在公务用车管理方面采取财政补贴、实物提供以及定编等封闭性管理模式,在新时期给广东省的财政带来诸多问题,也不符合国家倡导的建立新型政府、服务型政府的方针,因此当前广东省很有必要对公务用车进行改革。这不仅是政府提高办事效率、体现服务型的要求,也是广大民众的要求,因此是非常有意义的一项工程。 既然是一项自上而下的改革,在改革的过程中面临各种问题是必然的,而改革的目的就是要打破已有利益集团的特权,使行政权封闭在合法正常的笼子里。因此如何改革也是一项非常重要的一项工作,既讲究改革的成果又要重视改革的艺术性和方法性。 本文的研究思路如下:首先剖析广东省现行公务用车管理制度中存在的问题,并提出当前对该制度进行改革的必要性,当前改革的共识已经达成,公务用车改革的结点就是如何规范性、有效性的推进改革,而当前利益集团的思想阻碍、监督力量发挥不足是当前改革的最主要障碍。其次,结合公共管理方面的理论,对公务员用车管理制度出现问题的原因以及治理措施,进行理论分析。再次,充分借鉴国外成熟的公务用车制度。同时,国内部分省市也进行了公务用车改革试点,在改革中也有诸多的经验和不足。为了减少改革的机会主义成本,充分吸取它们的优点,并防范它们的不足显得十分重要。最后,提出了广东省公务用车制度改革的指导思想和基本原则,并以此为指引,提出市场化改革、货币化分配制度改革和规范化管理这三种模式,本文研究提出广东省公务用车的管理模式和对策建议。 本文的结论是鉴于当前公务用车问题的严重性,分类指导,区别对待,既要进行市场化改革,充分发挥市场的基础配置资源的作用,也要考虑实际,,进行货币化分配与管理规范是非常重要的,同时也要发挥监督力量,既要内部改革也要外部加强监督,双管齐下,才能弄好这个攻坚战。科学的宏观调控,有效的政府治理,是发挥社会主义市场经济体制优势的内在要求。
[Abstract]:The problem of official vehicle is a very prominent problem in recent years, and how to reform the management of official vehicle has also attracted the attention of different subjects, such as central administrative subject, academic circles, legal profession and so on. Guangdong Province, as a big province of China's economy and a pioneer of China's economic reform, has been on the front line of reform. At the same time, the management of official vehicles in Guangdong Province is also very prominent, so this paper selects Guangdong Province as the research object. At present, Guangdong Province has adopted closed management models such as financial subsidies, physical provision and customization in the management of official vehicles, which has brought many problems to the finance of Guangdong Province in the new period, and is not in line with the policy of establishing a new type of government and service-oriented government advocated by the state. Therefore, it is necessary for Guangdong Province to carry out reform on official vehicles at present. This is not only the government to improve the efficiency of work, reflecting the service-oriented requirements, but also the requirements of the general public, so it is a very meaningful project. Since it is a top-down reform, it is inevitable to face various problems in the process of reform, and the purpose of the reform is to break the privileges of existing interest groups and keep administrative power closed in legitimate and normal cages. Therefore, how to reform is also a very important work, not only pay attention to the results of the reform, but also pay attention to the artistry and method of the reform. The research ideas of this paper are as follows: first of all, this paper analyzes the problems existing in the current management system of official vehicles in Guangdong Province, and puts forward the necessity of reforming the system at present. The consensus of the current reform has been reached. The node of the reform of official vehicles is how to standardize and effectively promote the reform. However, the ideological hindrance of the current interest groups and the lack of supervision power are the most important obstacles to the current reform. Secondly, combined with the theory of public management, this paper makes a theoretical analysis of the causes of the problems in the vehicle management system of civil servants and the measures to deal with them. Thirdly, fully draw lessons from the mature foreign official car system. At the same time, some provinces and cities in China have also carried out pilot reform of official vehicles, and there are also many experiences and deficiencies in the reform. In order to reduce the opportunity cost of reform, it is very important to fully absorb their advantages and prevent their shortcomings. Finally, this paper puts forward the guiding ideology and basic principles of the reform of the official vehicle system in Guangdong Province, and puts forward three modes: the marketization reform, the monetization distribution system reform and the standardized management. This paper studies and puts forward the management mode and countermeasures of the official vehicle system in Guangdong Province. The conclusion of this paper is that in view of the seriousness, classification guidance and differential treatment of the current problem of official vehicles, we should not only carry out market-oriented reform and give full play to the role of basic allocation of resources in the market, but also consider the reality. It is very important to carry out monetization distribution and management norms, and at the same time, it is necessary to give full play to the supervision strength. Scientific macro-control and effective government governance are the inherent requirements to give full play to the advantages of socialist market economy system.
