基于SCOR模型的发电企业供应链一体化风险管理研究

【摘要】:发电企业作为电力行业的核心企业,在保障电力系统运行过程中承担了重要的角色。当前,国家正在开始酝酿和实施新一轮电力体制改革,发电企业将面临更加复杂的市场环境,供应链面临诸多风险。通过对发电行业供应链风险进行有效的防范和控制,减少、规避甚至消除风险的影响,增强发电企业抵抗风险的能力,对实现电厂的可持续发展将具有十分重要的意义。本文基于供应链运作参考模型(SCOR)对发电企业供应链各个流程的风险进行定性识别,构建发电企业供应链风险识别模型,采用验证性因素分析模型进行定量分析,该方法分别验证了五个供应链风险识别模型的有效性和合理性。供应链风险因素的五个识别模型分别是战略文化风险、采购流程风险、生产流程风险、配送、送电和退货风险以及外部因素风险。验证性因素模型(CFM)的各项数据结果表明,基于SCOR模型的发电企业供应链风险识别模型具有较高的可靠性。从验证性因素模型中提取出15个指标作为供应链风险评价模型的指标,建立基于BP神经网络的发电企业供应链风险评价模型,该模型经过多次训练和测试后表明供应链风险评价模型是有效的。最后,本文根据SCOR模型,分别从战略文化流程、采购流程、生产、配送、送电和退货流程以及外部因素这五个方面提出供应链一体化风险管理的防范措施。
[Abstract]:As the core enterprises in the electric power industry, power generation enterprises have played an important role in ensuring the operation of the power system. At present, the state is beginning to plan and implement a new round of power system reform. Power generation enterprises will face more complex market environment and supply chain facing many risks. Through effective prevention and control of supply chain risk in power generation industry, the influence of risk can be reduced, evaded and even eliminated. Strengthening the ability of power generation enterprises to resist risks will be of great significance to realize the sustainable development of power plants. Based on the supply chain operation reference model (SCOR), this paper makes qualitative identification of the risks in various supply chain processes of power generation enterprises. The supply chain risk identification model of power generation enterprises is constructed, and the confirmatory factor analysis model is used to carry out quantitative analysis. The method verifies the validity and rationality of the five supply chain risk identification models, which are strategic cultural risk, procurement process risk, production process risk and distribution. Power transmission and return risk, as well as external risk. The results of the validation factor model CFM data show that, The supply chain risk identification model based on SCOR model has high reliability. Fifteen indexes are extracted from the confirmatory factor model as the index of supply chain risk evaluation model. A supply chain risk evaluation model based on BP neural network is established. After many training and testing, the model is proved to be effective. Finally, according to the SCOR model, this paper analyzes the strategic cultural process. The prevention measures of supply chain integrated risk management are put forward in the following five aspects: purchasing process, production, distribution, power delivery and return flow, and external factors.
