面向突发性自然灾害类的应急供应链优化分析

【摘要】:我国领土面积广阔、人口的密度较大,自然灾害发生频繁给我国人民生命财产安全造成了巨大的损失,为了有效地应对突发性的灾害事件,政府需要组建一个高效的应急供应链运作网络,包括上游物资供应商、中游应急指挥中心、下游救灾点。应急指挥中心一般处于应急供应链的核心地位,对整个应急网络的运作起到指挥协调作用,应当提升应急供应链的运作效率,以便有效地应对突发性的自然灾害。本文首先查阅并研究应急救援的相关文献,对我国当前应急救援工作的现状、应急供应链的结构构成有了一定的了解,在此基础之上,总结了应急供应链的特点,进一步提出了应急供应链四种不同的运作模式,并通过对比不同运作模式的特点与问题,从而界定不同模式的适用场合。本文还进一步构建了基于结构方程的应急供应链模型,该模型设置有应急供应链应急能力、应急供应商生产供应能力、应急指挥中心组织协调能力、灾点信息反馈能力四个潜变量,并为每个潜变量设置了3个观测变量,以充分反映应急供应链的运作特点。最后,设计了调查问卷,对收回的有效调查问卷用SPSS做了统计性分析,据此得到调查问卷信度与效度的分析结果,从而确定该模型中相关参数值的设计是可靠的。在此基础上,进一步用基于极大似然法的AMOS软件运算得到了结构方程模型的路径图,并对模型的拟合情况进行检验,检验结果表明模型的拟合情况良好,因此可以接受本论文对模型提出的假设条件。为了对应急供应链进行优化,将模型的左边定义为事件部分而将右边定义为结构部分,从路径图分析和参数对比找到应急供应链的薄弱环节,进而提出具体的优化措施。本文通过结构方程构建应急供应链优化模型的方法,从参阅的文献看,还没有检索到具体应用例子,应该说本方法能够拓展结构方程在应急供应链中的应用。
[Abstract]:China has a vast territory, a large population density, and frequent natural disasters have caused huge losses to the safety of our people's lives and property. In order to effectively respond to sudden disaster events,The government needs to set up an efficient network of emergency supply chains, including upstream suppliers, mid-stream emergency command centers, and downstream disaster relief points.The emergency command center is generally in the core position of the emergency supply chain and plays a command and coordination role in the operation of the whole emergency network. It is necessary to improve the operational efficiency of the emergency supply chain in order to effectively cope with sudden natural disasters.In this paper, we first refer to and study the relevant documents of emergency rescue, and have a certain understanding of the current situation of emergency rescue work and the structure of emergency supply chain in our country. On this basis, we summarize the characteristics of emergency supply chain.Furthermore, four different operation modes of emergency supply chain are put forward, and by comparing the characteristics and problems of different operation modes, the suitable situations of different modes are defined.Furthermore, an emergency supply chain model based on structural equation is constructed. The model includes emergency supply chain emergency capability, emergency supplier production and supply capacity, emergency command center organization and coordination ability.The information feedback ability of disaster point is four latent variables and three observation variables are set up for each latent variable to fully reflect the operational characteristics of emergency supply chain.Finally, the questionnaire is designed and the SPSS is used to analyze the validity of the effective questionnaire. The reliability and validity of the questionnaire are obtained, and the design of the relevant parameters in the model is confirmed to be reliable.On this basis, the path diagram of the structural equation model is obtained by using the AMOS software based on the maximum likelihood method, and the fitting of the model is verified. The results show that the model fits well.Therefore, we can accept the hypothetical conditions proposed in this paper.In order to optimize the emergency supply chain, the left side of the model is defined as the event part and the right side is defined as the structural part. The weak links of the emergency supply chain are found from the path diagram analysis and parameter comparison, and the specific optimization measures are put forward.In this paper, the method of constructing the optimization model of emergency supply chain by structural equation has not been retrieved from the literature. It should be said that this method can extend the application of structural equation in emergency supply chain.
