天津市政府主导型会展市场化研究

【摘要】:会展业做为当今发展迅速的服务产业,在拉动地方经济增长、加强对外交流等方面都发挥着举足轻重的作用,这其中,政府在会展业中的主导作用不可忽视。近年来,随着中央八项规定节俭办会的限制以及诸多政策的出台,具有“中国特色”的政府主导型展会纷纷开始寻求转型之路,向着集约化、市场化、专业化前进。天津市在这样的大环境下也在探索转型。但纵观天津市会展行业总体情况,虽然在办展数量、展览规模、展馆及周边设施等方面有所改善,但相比于会展业较发达北京、上海、广州、重庆等地,仍然存在着较大差异,因此分析天津市政府主导型会展在发展过程中存在的问题,探究市场化发展对策,对促进天津市会展业发展具有重要的意义。在成熟的市场环境中,政府不能再全权主管,而是应该转变方式,退居背后,做一个“扶持者”。市场化正是这样的一种改变,需要政府有所作为。文章在对天津市政府主导会展的研究中,从微观、宏观两个角度,即政府主导会展项目及政府主导会展产业两个方面进行,通过搜集展会项目数据、政策文本资料等,运用对比分析、内容分析等方法,分析天津市政府主导会展业发展中存在的问题。对于政府主导会展项目的市场化,通过汇总天津市2011—2015年的政府主导型展会项目,从规模、类型、行业等分析现状,进一步总结出天津市政府主导会展项目在发展过程中主要存在的三种模式:一是政府全程参与型;二政府授权管理型;三是政府挂名支持型。从运作模式的转变中,行业协会、会展企业作为市场主体,作用逐渐凸显,文章继而分析了会展市场化运作中政府单位、行业协会、会展企业三类市场主体,通过与全国情况的对比,分析天津市的不足。综上得出天津市政府主导会展项目中,存在着天津市政府办展比重较大、市场化程度不高、会展企业缺乏竞争力等问题。在对政府主导产业的研究中,通过参考国外同为政府主导型的会展强国德国及新加坡会展业发展中政府的职能角色,以及市场化中政府应有的职责功能,分析天津市政府在管理会展产业中的不足。之后运用内容分析法,从政策工具角度对汇总的52份天津市支持会展业发展的政策文本进行编码及统计,以此分析出布局不够合理、内容过于泛泛且存在交叉与重复、市场化方面规范少且力度小等政策方面的不足。通过以上两个角度存在的问题的分析,文章最后从会展项目及会展产业两方面给出相关的优化对策。在主导会展项目上,政府可以通过厘清市场主体间关系、市场化融资以及运用市场化治理工具进行项目具体运作等方式增强市场化运作;在主导会展产业中,政府则可以通过精简政府管理机构职能、构建完善的产业发展政策、培育优质会展企业等,来增加会展产业市场化的运作实力。
[Abstract]:The exhibition industry, as a rapidly developing service industry, plays an important role in stimulating local economic growth and strengthening foreign exchange, among which, the leading role of the government in the exhibition industry can not be ignored. In recent years, with the restrictions of the eight regulations of the central government and the introduction of many policies, the government-led exhibition with "Chinese characteristics" has begun to seek the way of transformation, to intensive, market-oriented, and professional progress. Tianjin is also exploring the transition in such a big environment. However, looking at the overall situation of the exhibition industry in Tianjin, although there has been some improvement in the number, scale, exhibition hall and surrounding facilities of the exhibition industry, there are still large differences in comparison with the more developed Beijing, Shanghai, Guangzhou, Chongqing and other places in the exhibition industry. Therefore, it is of great significance to analyze the problems existing in the development of Tianjin Government-oriented exhibition and to explore the market-oriented development countermeasures to promote the development of Tianjin convention and exhibition industry. In the mature market environment, the government should not be in charge any more, but should change the way and step back and be a "supporter". Marketization is just such a change, the government needs to do something. In the research of Tianjin municipal government leading exhibition, from two aspects of micro and macro, that is, government leading exhibition project and government leading exhibition industry, through collecting exhibition project data, policy text information, etc. By means of comparative analysis and content analysis, this paper analyzes the problems existing in the development of Tianjin municipal government's leading exhibition industry. With regard to the marketization of government-led exhibition projects, through summarizing the government-led exhibition projects in Tianjin from 2011-2015, this paper analyzes the current situation from scale, type, industry, etc. Further summarized the Tianjin municipal government leading exhibition project in the development process of the main three models: first, the government participate in the whole process; second, the government authorized management; third, the government registered to support the type. From the change of operation mode, the role of industry association and exhibition enterprise as the main body of the market is gradually prominent. The article then analyzes three kinds of market subjects: government unit, trade association and exhibition enterprise in the market operation of mice and exhibition. Through the comparison with the national situation, the deficiency of Tianjin is analyzed. It is concluded that there are some problems in Tianjin municipal government's leading exhibition project, such as the large proportion of Tianjin municipal government's exhibition, the low degree of marketization, the lack of competition of exhibition enterprises, and so on. In the study of government leading industry, by referring to the role of the government in the development of exhibition industry in Germany and Singapore, and by referring to the role of the government in the development of the exhibition industry of Germany and Singapore, as well as the functions of the government in the market-oriented industry, This paper analyzes the deficiency of Tianjin municipal government in the management of exhibition industry. Then using the content analysis method, from the perspective of policy tools, the 52 policy texts supporting the development of the exhibition industry in Tianjin are coded and counted, and the results show that the layout is not reasonable, the content is too general and there is overlap and repetition. The lack of marketization in terms of policies, such as less standardization and less intensity. Through the analysis of the problems from the above two angles, the paper finally gives the related optimization countermeasures from the exhibition project and the exhibition industry. In the leading exhibition project, the government can enhance the market-oriented operation by clarifying the relationship between the market subjects, market-oriented financing and the specific operation of the project using market-oriented governance tools. The government can increase the market operation strength of the exhibition industry by streamlining the functions of government management agencies, constructing perfect industrial development policies, and cultivating high-quality mice and exhibition enterprises.
