政府融资平台贷款风险与对策分析

【摘要】：融资平台贷款是地方政府解决辖内城市建设、公共事业、基础设施建设的融资问题的有效途径,特别是经历了2009年的信贷大潮和“四万亿”的投资刺激,地方政府融资平台公司的数量和融资规模呈快速增长趋势,融资规模也不断增大,已成为地方经济和社会发展筹集资金重要途径,在加强基础设施建设以及应对国际金融危机冲击中发挥了积极作用。但随着地方政府融资平台公司举债融资规模迅速膨胀,其本身所蕴含的银行信贷操作合规性风险、地方政府财政过度负债风险、区域经济发展政策变动风险及银行贷后管理缺位风险而备受社会各界广泛关注,也一直是银监会风险监管的重中之重。如何有效降低政府融资平台的信贷风险,如何在控制风险的前提下进一步发挥融资平台的融资作用,是本文所要分析研究的内容。
[Abstract]:Financing platform loans are an effective way for local governments to solve the financing problems of urban construction, public utilities and infrastructure construction within their jurisdiction, especially after the credit boom of 2009 and the "4 trillion" investment stimulus. The number and scale of local government financing platform companies are increasing rapidly, and the financing scale is also increasing, which has become an important way to raise funds for local economic and social development. In strengthening infrastructure construction and in response to the impact of the international financial crisis has played a positive role. However, with the rapid expansion of the loan financing scale of the local government financing platform companies, the risk of compliance with the bank credit operation and the excessive debt risk of the local government finance are contained in itself. The risk of the change of regional economic development policy and the risk of lack of bank management after lending have attracted wide attention from all walks of life and have always been the top priority of the risk supervision of CBRC. How to effectively reduce the credit risk of the government financing platform and how to further exert the financing role of the financing platform under the premise of controlling the risk are the contents of this paper.
