制约“三社联动”良性运转的因素及推进策略研究

【摘要】:中共十八届三中全会提出推进我国国家治理体系和治理能力现代化的目标,并把推进社会治理创新作为重点,而推进社会治理创新需要以转变社区治理方式为切入点。但是,如何调动目前社区内闲置资源,实现资源之间有效链接,形成多元共治的局面成为我国社区基层治理方式转变最紧迫的任务。居委会、社会组织和社工作为社区治理的主体,他们各自承担着不同的角色与义务。社区基层治理的深化推进需要从这些主体入手,不断探索和实践,形成一种能够有效对接政府和居民的机制,从而形成政府与社会之间互联、互通、互补的社会治理新格局,达到一种动态的平衡。目前,在全国范围内开展的“三社联动”将居委会、社会组织和社工很好的协调在一起,促使三者实现功能的有效互补,并形成不断持久运转的动力,成为推动基层社区治理逐渐深化的有效机制。然而,“三社联动”在具体落地过程中,面临着种种困境。因此,对“三社联动”进行深入分析,探析其良性运转的制约因素与推进策略显得尤为必要。论文从概念界定和理论阐述入手,对“三社联动”进行理论层面的研讨,剖析“三社联动”的学理基础。同时,论文对“三社联动”良性运转中的角色定位和多方联动进行分析。根据国内实际,大致将“三社联动”细分为政府主导型、项目指导型及社工引领型,并对目前典型的地方城市进行深入分析。对于制约“三社联动”良性运转的主要因素分别提出对应策略。即通过理清“三社”各自职能边界,发挥“三社”各自优势进而促使“三社”各主体充分发育。通过强化联动机制各环节无缝对接,建立资源信息共享平台系统从而保持“三社联动”中供需对接的畅通。通过健全工作绩效评估和信息披露机制从而实现联动各环节的公正透明。通过完善多元的资金投入和政府购买公共服务机制从而为“三社联动”提供持久的资金来源。
[Abstract]:The third Plenary session of the 18 CPC Central Committee put forward the goal of promoting the modernization of China's national governance system and governance ability, and focused on promoting social governance innovation. To promote the innovation of social governance, we need to change the mode of community governance as the starting point. However, how to mobilize the existing idle resources in the community to achieve effective links between resources. The formation of pluralistic and co-governance situation has become the most urgent task of the transformation of grass-roots governance in our country. Neighborhood committees, social organizations and social workers as the main body of community governance. They each bear different roles and obligations. The deepening of community grass-roots governance needs to start with these subjects, explore and practice constantly, and form a mechanism that can effectively connect the government and residents. So as to form a new pattern of social governance, which is interconnected, interoperable and complementary between the government and society, and achieve a dynamic balance. At present, the "three societies' linkage" will be carried out nationwide. Social organizations and social workers are well coordinated together to promote the effective complementarity of the three functions and to form a continuous and lasting operation of the motive force to promote the grass-roots community governance gradually deepen the effective mechanism. However. The linkage of the three societies is facing various difficulties in the concrete process of landing. Therefore, the "three societies' linkage" is deeply analyzed. It is particularly necessary to analyze the restrictive factors and push strategies of its benign operation. This paper begins with the definition of the concept and the theoretical elaboration, and makes a theoretical study on the linkage of the "three societies". At the same time, the thesis analyzes the role orientation and multi-party linkage in the benign operation of the "three societies' linkage", according to the actual situation in China. Roughly subdivide the "three societies" into government-led, project-oriented and social-social oriented. And the typical local cities are deeply analyzed. The main factors restricting the benign operation of the "three societies" are put forward corresponding strategies respectively, that is, by clarifying the respective functional boundaries of the "three societies". Give full play to the respective advantages of the "three societies" and promote the development of the main bodies of the "three societies". Through strengthening the linkage mechanism, the links of seamless docking. Establishing a platform system for Resource Information sharing to maintain the "three Society interaction" Through improving the work performance evaluation and information disclosure mechanism to realize the fairness and transparency of each link. Through perfecting the multi-element capital investment and the government purchasing public service mechanism. The linkage of the three societies provides a lasting source of funding.
