跨县域公共服务合作治理的四重挑战与行动逻辑——以浙江“五水共治”为例

【摘要】：跨县域公共服务合作治理是促进区域公共服务均等化,推进地方治理能力现代化的必然选择。浙江"五水共治"可视为它的一个缩影,以浙江治水为研究样本,阐述了跨县域整体联动治水的实践经验;归纳出跨县域公共服务合作治理面临可持续性不足、政府间利益博弈、政企民协同乏力、法制根基薄弱等四重挑战;依循整体性治理理论的分析框架,探讨了跨县域公共服务合作治理的行动逻辑,通过加强治理主体间的协调与整合、构建复合型治理模式、推动法制化进程、完善绩效考核体系、借助信息技术等举措,提升跨县域公共服务合作治理的实效。
[Abstract]:Cross-county cooperative governance of public services is an inevitable choice to promote the equalization of regional public services and to promote the modernization of local governance capacity. This paper expounds the practical experience of the integrated management of the water across the county area, and concludes four challenges, such as the lack of sustainability, the benefit game between the governments, the weak coordination between the government, the enterprise and the people, the weak foundation of the legal system, and so on. According to the analysis frame of holistic governance theory, this paper discusses the action logic of cooperative governance of cross-county public service. By strengthening the coordination and integration among the main bodies of governance, it constructs a compound governance model and promotes the process of legalization. Improve the performance appraisal system, with the help of information technology and other measures to improve the effectiveness of cross-county public service governance.
