天水出入境检验检疫局绩效管理体系构建研究

【摘要】:近年来,政府绩效管理已成为我国政府改革的方向,同时也是我国建设责任政府的核心环节。推进政府绩效管理既是党和国家的一项重要战略部署,也是我国建设创新型、服务型、法治型、廉洁型政府的必然趋势。作为与外贸发展息息相关的行政执法机关,检验检疫部门承担着服务对外经济贸易发展、保护人民群众健康安全、促进区域经济发展的神圣使命。因此,在出入境检验检疫局推行绩效管理有利于促进该单位职能的合理定位、提高其干部职工综合素质和工作积极性,为进一步转变职能、改进作风、提升执法把关能力,为广大人民群众和进出口企业提供更加便捷高效的服务创造良好的环境。为此,本文拟通过政府绩效管理的相关理论,从天水出入境检验检疫局的实际出发,对其绩效管理现状进行调研和深入的剖析,诊断其存在的问题及不足,在对天水出入境检验检疫局构建绩效管理体系的必要性进行论证的基础上,有效借鉴和整合了国家质检总局、甘肃出入境检验检疫局相关绩效考核的重点,运用平衡计分卡的理论及方法,从行政执法、顾客、内部流程管理、学习与成长四个维度对天水出入境检验检疫局绩效管理体系的指标进行了构建,以期设计出一套与西部欠发达地区基层检验检疫机构管理现状相适应的绩效管理体系,促进天水出入境检验检疫事业的长足发展。
[Abstract]:In recent years, government performance management has become the direction of government reform in our country, and it is also the core link of building responsible government in our country. Promoting government performance management is not only an important strategic plan of the Party and the country, but also an innovative construction of our country. The inevitable trend of service-oriented, rule-of-law, and clean government. As an administrative law enforcement agency closely related to the development of foreign trade, inspection and quarantine departments undertake to serve the development of foreign economic and trade, and to protect the health and safety of the people. Therefore, the implementation of performance management in the Entry-Exit Inspection and Quarantine Bureau is conducive to promoting the rational orientation of the functions of the unit, improving the comprehensive quality and work enthusiasm of its cadres and workers, so as to further change its functions. To improve the style of work, enhance the ability of law enforcement and control, and create a good environment for the broad masses of the people and import and export enterprises to provide more convenient and efficient services. Therefore, this paper intends to pass the relevant theory of government performance management. Starting from the reality of Tianshui Entry-Exit Inspection and Quarantine Bureau, this paper investigates and analyzes the present situation of its performance management, and diagnoses its existing problems and shortcomings. On the basis of demonstrating the necessity of constructing the performance management system of Tianshui Entry-Exit Inspection and Quarantine Bureau, it effectively draws lessons from and integrates the key points of relevant performance appraisal of AQSIQ and Gansu Entry-Exit Inspection and Quarantine Bureau. Using the theory and method of balanced scorecard, this paper constructs the performance management system of Tianshui Entry-Exit Inspection and Quarantine Bureau from four dimensions: administrative enforcement, customer, internal process management, learning and growth. In order to design a set of performance management system adapted to the current situation of inspection and quarantine institutions in the underdeveloped areas of western China, it can promote the rapid development of entry and exit inspection and quarantine in Tianshui.
