上海自贸区三周年绩效梳理与展望

【摘要】：上海自贸区是中国改革开放三十多年、摸着石头走完浅滩之后,开始向深水区挺近之前的一次热身。回眸上海自贸区成立三周年,对其改革成效进行梳理,既要关注其自身发展状况,也要考量其在现有框架下能否将改革经验合理转化与积极推广。上海自贸区这三年的变化日新月异,虽然仍存在一些问题,但基本能够坚持按照既定目标先行先试,在行政、金融、海关等诸多领域持续推出创新举措,并将大量经验复制推广到全国。
[Abstract]:The Shanghai Free Trade Zone, after more than 30 years of reform and opening up in China, began to warm up to the deep water area after finishing the shoal with a touch of stone. Looking back at the third anniversary of the establishment of the Shanghai Free Trade Zone, we sorted out its reform results. We should not only pay attention to its own development situation, but also consider whether it can reasonably transform and actively promote its reform experience under the existing framework. The changes in the Shanghai Free Trade Zone over the past three years have been changing with each passing day, although there are still some problems. But basically can insist according to the established goal first try, in administration, finance, customs and other fields to continue to launch innovative measures, and a large number of experience to replicate to the country.
