现代渔业示范园区建设的财政投入机制构建研究

【摘要】：建设现代渔业示范园区是渔业转型升级、实现更大发展的必然要求,不仅需要发挥市场在资源配置方面的决定性作用,还要重视政府的引导和支持作用。本文力图从理论上深层次剖析现代渔业示范园区建设中财政投入的理论依据,操作层面上进一步明确财政投入的重点和投入方式,论文的研究方法包括文献分析法和案例研究法,研究结论有一定的理论意义和现实意义。现代渔业示范园区建设关乎食物安全保障、生态改善和文化传承,这些功能在市场经济条件下需要转化为政府提供的公共产品,也是财政投入的重要方面。基础设施、科技研发和企业帮扶是现代渔业示范园区建设中财政投入的关键领域,在加大投入力度的同时,还要完善财政投入方式,不断提高财政投入的绩效,由此带动现代渔业示范园区的健康快速发展。
[Abstract]:The construction of modern fisheries demonstration parks is an inevitable requirement for the transformation and upgrading of fisheries and the realization of greater development. It is not only necessary to give full play to the decisive role of the market in the allocation of resources, This paper tries to analyze the theoretical basis of the financial input in the construction of the modern fishery demonstration park, and further clarify the emphasis and the mode of the financial investment in the operational level. The research methods of this paper include literature analysis and case study. The conclusion has certain theoretical and practical significance. The construction of modern fishery demonstration park is related to food security, ecological improvement and cultural heritage. These functions need to be transformed into public goods provided by the government under the condition of market economy, and are also important aspects of financial investment. Infrastructure, scientific and technological research and development and enterprise support are the key areas of financial investment in the construction of modern fishery demonstration parks. At the same time, it is necessary to perfect the way of financial investment and improve the performance of financial investment, which will promote the healthy and rapid development of the modern fishery demonstration park.
