漳州市公立医院医生激励问题研究

【摘要】:十八届三中全会明确指出,要“全面推进医疗卫生行业体制改革”,目前,在县级公办医院与城区公办医院改革方面,已达成了统一改革目标。总体来说,公立医院改革主要包括县级公办医院和城市公办医院改革两个方面。卫生部副部长梁万年指出,2015年我国要将所有县级公办医院纳入到改革体系当中,“这是当前医疗体制改革重点工作”。在这种背景下,漳州市公立医院医生个人利益必然会受到影响,如何保持对其有效激励十分值得我们研究。基于研究漳州市公立医院医生激励问题的目标,本文首先阐述医生激励的研究综述与激励理论的内涵;其次分析漳州市公立医院医生激励现状,进而剖析漳州市公立医院医生激励存在问题与原因;在此基础上,借鉴国内外医院医生激励经验。最后,提出完善漳州市公立医院医生激励的对策,主要包括:构建“以技养医”薪酬体系、改革职务晋升制度、开展规范化教育培训、完善绩效考核体系、深化医院人事制度改革。本文从公立医院改革出发,探讨漳州市公立医院医生激励问题,为提高医生激励效果和作用提供建议,希望为公立医院医生的管理提供一定的借鉴意义,不仅可以保障和维护医生合法权益,还可以提高医院人力资源利用效率,进一步提高社会医疗卫生服务水平。
[Abstract]:In the third Plenary Session of the 18th CPC Central Committee clearly pointed out that "to comprehensively promote the healthcare system reform", at present, in the reform of the county public hospital and city public hospital, has reached a unified goal of reform. In general, the public hospital reform mainly includes two aspects: the county public hospital and city public hospital reform. The Deputy Health Minister Liang Wannian pointed out that in 2015 in order to all county public hospital reform into the system, "this is the current medical system reform priorities. In this context, Zhangzhou city public hospital doctors personal interests will be affected, how to maintain the effective incentive is very worthy of our study. The research of Zhangzhou city public hospital doctors incentive problem based on the target this paper expounds the connotation of the doctor incentive research review and incentive theory; secondly, analysis of Zhangzhou city public hospital doctors incentive now The shape, and then analyze the doctors in public hospitals of Zhangzhou City incentive problems and causes; on this basis, from the domestic and foreign doctors hospital incentive experience. Finally, put forward the countermeasure, improve the doctors in public hospitals of Zhangzhou City incentives including: Construction of "medical care" salary system, promotion system reform, carry out standardized training. Improve the performance appraisal system, deepen the reform of the personnel system reform of public hospitals. The hospital of doctor of public hospital in Zhangzhou city to provide suggestions for improving the incentive problems, and the effect of the doctor incentive effect, hope for doctors in public hospitals management provide a reference, can not only protect and safeguard the legitimate rights and interests of the doctor, but also can improve the hospital the human resource utilization efficiency, to further improve the service level of public health.
