政府结构因素对公务员工作绩效的影响——基于城市区级政府的实证研究

【摘要】:学术界在考察政府结构对工作绩效影响方面缺乏量化实证研究。提出从分工、协作和制衡三个维度审视政府结构,结合文献调查、观察访谈、问卷调查和验证性因子分析(CFA)设计量表。面向城市区级政府及其派出机构公务员发放问卷475份,回收有效问卷415份,有效问卷回收率87.4%。比较公务员群体对政府结构因素的感知差异,得出部门负责人对部门受到的制衡状况的感知好于部门成员,学历越高的公务员对政府结构因素的感知越好,对区政府机关和街道公务员的比较研究证实了条块矛盾的突出性,其最大短板是条块协作不足。层次回归结果显示,政府部门有效的分工、协作与制衡状态对提升公务员在为民服务、尽职尽责、依法行政、廉洁自律和履职效能等方面的工作绩效具有显著促进作用,政府结构因素对公务员的整体工作绩效具有较强的解释力,贡献最大的自变量是部门间协作联动与部门间监督制衡。
[Abstract]:There is a lack of quantitative empirical research on the impact of government structure on job performance in academic circles. It is proposed to examine the government structure from the three dimensions of division of labor, collaboration and checks and balances, combined with literature survey, observation and interview. Questionnaire survey and confirmatory factor analysis (CFAA) design scale. 475 questionnaires were distributed to urban district government and their local civil servants, and 415 valid questionnaires were collected. The effective questionnaire recovery rate is 87.4. Comparing the perception difference of the civil servants to the factors of government structure, it is concluded that the heads of departments have a better perception of the checks and balances suffered by the departments than the members of the departments, and the higher the educational background, the better the perception of the government structural factors. The comparative study of district government agencies and street civil servants confirms the prominent contradiction of the strip, the biggest short board of which is the lack of cooperation between the strip and the block. The results of hierarchical regression show that the effective division of labor among the government departments is effective. The state of coordination and checks and balances can promote the performance of civil servants in the aspects of serving the people, fulfilling their duties, administering according to law, being honest and self-disciplined, and performing their duties effectively. Government structure has a strong explanatory power on the overall performance of civil servants, and the most important independent variable is inter-departmental coordination and inter-departmental supervision and balance.
