市场主义与契约主义:新西兰政府购买公共服务研究

【摘要】:政府购买公共服务是当今世界公共服务治理的潮流和趋势。新西兰政府购买公共服务开创了西方发达国家公共服务改革的典范。其“市场—契约”主义引领下的以竞争和绩效为核心的政府购买服务模式,既提高了经济效益,又提升了行政效率,还推动了服务治理。本文即以新西兰政府购买公共服务为研究对象,力图探究新西兰政府购买公共服务成功的内在密码、一般规律、基本做法和宝贵经验。本文以新西兰政府购买公共服务的市场机制和契约主义为研究进路,建构市场主义与契约主义的研究理路,探究新西兰政府购买公共服务的改革背景、制度设计、运行实践、成效评估、镜鉴启示等基本问题,以达到对新西兰政府购买公共服务进行科学全面介绍和引介,为我国政府购买公共服务改革提供有益经验。本文内容由一个导论和5个具体章节组成,共6个部分。第一章导论主要论述本选题的研究缘起与意义、研究现状、研究思路与方法。第二章主要从实践理论逻辑与历史时代逻辑切入,分析新西兰政府购买公共服务的改革背景。新西兰政府购买公共服务改革的开启与推进主要是应福利国家发展危机、公共管理理论演进和政府治理改革要求,在公共服务供给层面作出的创新回应。第三章主要以“市场—契约”主义为研究取向,探研新西兰政府购买公共服务的制度设计。通过对市场主义与契约主义的指导理念、绩效化管理与社会化服务的制度框架和无缝协同与法律规制的政策法规等的分析,建构新西兰政府购买公共服务的制度基石。第四章主要从运行实践逻辑的主体、机制、方式出发,分析新西兰政府购买公共服务的多元化服务主体——政府机构、市场企业、非营利性组织的功能,多维化运行机制——筹资—支付、竞争—购买、监督—评价等机制的运行,多样化合作方式——合同外包、抵用券制、政府补助等的过程。第五章主要以“价值—成效”为目标进路,评估新西兰政府购买公共服务的基本成效。通过对评估目标、评估方式和评估效果的分析,勘定新西兰政府购买公共服务的重要价值和重大作用。第六章主要从经验的总结—借鉴逻辑出发,分析新西兰政府购买公共服务的镜鉴启示。其主要经验启示是:明确政府公共服务角色定位,建设服务-责任型政府;分离公共服务的提供和生产,建立社会-多元化服务;健全公共服务购买政策法规,建构竞争-公平性环境。
[Abstract]:Government purchase of public service is the trend and trend of the governance of public service in the world.The purchase of public services by the New Zealand government has created a model of public service reform in western developed countries.Under the guidance of Market-contract doctrine, the government purchase service model with competition and performance as the core has not only improved the economic benefit, but also the administrative efficiency, but also promoted the service governance.This article takes the New Zealand government purchase public service as the research object, tries hard to explore the New Zealand government purchase public service successful intrinsic password, the general rule, the basic practice and the valuable experience.This paper takes the market mechanism and contractualism of New Zealand government purchase public service as the research approach, constructs the research principle of marketivism and contract doctrine, and probes into the background, system design and operation practice of New Zealand government purchase of public service.In order to introduce and introduce the New Zealand government purchase of public service scientifically and comprehensively, it can provide beneficial experience for our government to purchase public service reform.The content of this paper consists of an introduction and five specific chapters, consisting of 6 parts.The first chapter mainly discusses the origin and significance of this topic, research status, research ideas and methods.The second chapter analyzes the background of the New Zealand government's reform of purchasing public services from the logic of practice theory and the logic of historical times.The New Zealand government's reform of purchasing public services is mainly to respond to the crisis of welfare state development, the evolution of public management theory and the demand of government governance reform, and make innovative responses in the level of public service supply.The third chapter focuses on the market-contract doctrine and explores the system design of New Zealand government purchase of public services.Based on the analysis of the guiding concepts of marketivism and contractivism, the institutional framework of performance-oriented management and socialized service, and the policies and regulations of seamless coordination and legal regulation, the institutional cornerstone of New Zealand government's purchase of public services is constructed.The fourth chapter analyzes the functions of New Zealand government's diversified service bodies, market enterprises and non-profit organizations, starting from the main body, mechanism and way of running practical logic.The process of multi-dimensional operation mechanism-financing-payment, competition-purchase, supervision-evaluation, diversified cooperation mode-contract outsourcing, voucher system, government subsidy, etc.Chapter 5 aims at the value-effectiveness approach to assess the basic effectiveness of the New Zealand Government's purchase of public services.Through the analysis of the objectives, methods and effects of the evaluation, the important value and the important role of the New Zealand Government in purchasing public services have been assigned.The sixth chapter analyzes the inspiration of New Zealand government purchasing public service from the experience summary-drawing on logic.The main lessons are: defining the role of government public service, constructing service-responsible government, separating the provision and production of public service, establishing social-pluralistic service, perfecting public service purchasing policies and regulations,Construct the environment of competition-fairness.
