基本公共服务均等化、义务教育均衡发展与公共政策优化——我国义务教育政策变迁与路径分析

【摘要】:义务教育是一项基本的公共服务。促进基本公共服务均等化是政府应当履行的基本职责。义务教育的均衡发展不仅是实现教育公平的重要途径,也是推进基本公共服务均等化的内在要求。改革开放以来,随着基本公共服务均等化的不断推进,义务教育政策经历了一个从偏向分殊化向注重均等化转变的过程。义务教育也在日益向均衡发展的方向迈进,取得了显著的成效。然而,义务教育基本公共服务不均等、发展不均衡的问题仍然存在。义务教育基本公共服务的均等供给和均衡发展是义务教育政策的目标指向,而义务教育基本公共服务供给不均等、发展不均衡虽然是多种因素综合作用的结果,但主要反映了义务教育政策的缺失。这种缺失很大程度上在制度层面体现出来,因而产生了整体性的影响。所以,要实现义务教育的均衡发展,就需要从制度层面不断优化教育政策,提升政策绩效。
[Abstract]:Compulsory education is a basic public service. To promote the equalization of basic public services is the basic duty that the government should perform. The balanced development of compulsory education is not only an important way to realize educational fairness, but also the internal requirement of promoting the equalization of basic public services. Since the reform and opening up, with the continuous promotion of equalization of basic public services, the policy of compulsory education has undergone a process of transition from bias to equalization. Compulsory education is also moving towards the direction of balanced development, and has achieved remarkable results. However, the compulsory education basic public service is not equal, the development is not balanced the question still exists. The equal supply and balanced development of the basic public service of compulsory education is the goal of the compulsory education policy, and the imbalance of the supply of the basic public service of compulsory education is the result of the comprehensive action of many factors. But it mainly reflects the lack of compulsory education policy. To a large extent, this deficiency is reflected in the institutional level, and thus has a holistic impact. Therefore, in order to realize the balanced development of compulsory education, it is necessary to optimize the educational policy and improve the policy performance from the system level.
