腐败测量:基于腐败、反腐败与风险的视角

【摘要】：腐败测量是一个重要的理论命题,也是社会各界关注的焦点。如何建立科学的腐败测量指标体系是目前腐败问题理论研究的热点,也是反腐败机构十分关注的问题。研究通过对国内外已有研究成果的梳理,结合国际组织和国内外一些政府的实践探索,论证了腐败测量的理论背景,分析了其中涉及的关键问题,提出从腐败状况、反腐败绩效、腐败风险三个维度测量腐败的框架,在此基础上论证了腐败测量指标体系设计的总体思路,构建了具有系统性的指标体系,为腐败测量提供新的理论和实践工具。
[Abstract]:Corruption measurement is an important theoretical proposition , and it is the focus of the attention of all walks of life . How to establish a scientific corruption measurement index system is the hot spot of the current theory of corruption , and it is a very important problem for the anti - corruption agency . The paper demonstrates the theoretical background of corruption measurement , analyses the key problems related to corruption , and puts forward the general idea of the design of corruption measurement index system , and constructs a systematic index system to provide new theory and practical tools for the measurement of corruption .
