市场主体、绩效分配与环境污染第三方治理方式

【摘要】：基于"污染者付费"原则的环境污染第三方治理模式是由独立的第三方也就是专业污染治理企业通过签订合同或协议承担应由污染排放者承担的环境污染治理任务,并从中获取治理收益的市场化、社会化治理模式。该模式具有伙伴关系、环境绩效共享、投融资风险分担的特征。通过阐释第三方治理模式的理论基础,分析目前我国环境污染第三方治理市场培育存在的问题及原因,总结地方实践经验,认为培育第三方治理市场的突破口在于市场主体及主体之间的绩效分配机制和信用、风险管控机制,唯有公平的绩效共享机制和严格奖惩的信用机制才能激发市场主体的参与积极性。同时,多元化主体参与的风险补偿机制将保证第三方治理模式融资和绩效的可持续性。
[Abstract]:Based on the "polluter pays" principle, the third party management mode of environmental pollution is that the independent third party, that is, the professional pollution management enterprise, undertakes the environmental pollution control task that should be undertaken by the polluter by signing contracts or agreements. And get from the marketization of governance income, socialized governance model. The model has the characteristics of partnership, environmental performance sharing, investment and financing risk sharing. By explaining the theoretical basis of the third party governance model, this paper analyzes the existing problems and causes of the third party management market cultivation of environmental pollution in China, and summarizes the local practical experience. The author thinks that the breakthrough to cultivate the third party governing the market lies in the performance distribution mechanism, credit and risk control mechanism between the market main body and the main body. Only a fair performance sharing mechanism and a strict credit mechanism of rewards and punishments can stimulate the enthusiasm of market participants. At the same time, the risk compensation mechanism of multi-agent participation will ensure the financing and performance sustainability of third-party governance model.
