基于大数据的大财政系统建设研究

【摘要】：财政信息化是建立现代财政制度的核心技术支撑。本文分析了财政信息化的发展阶段,提出了大财政系统的定义,总结了大财政系统的特点,如基于财政大数据、实现完整的内部控制、融合IT治理等;分析了大财政系统的主要价值,如支持财政业务实时监控、支持地方政府债务穿透式监控、提升财政治理能力、实现绩效管理智能化、优化财政资金产业扶持政策等;阐述了建设大财政系统的策略,如进行大财政系统顶层设计、建立财政大数据标准、建立财政首席信息官制度等。通过大财政系统的实施,促使财政在改革发展大潮中主动作为、实现更大作为。
[Abstract]:Financial informatization is the core technical support for the establishment of modern financial system. This paper analyzes the development stage of financial informatization, puts forward the definition of large financial system, and summarizes the characteristics of large financial system, such as based on fiscal big data, complete internal control, integration of IT governance, etc. This paper analyzes the main value of the large financial system, such as supporting real-time monitoring of financial business, supporting local government debt penetration monitoring, improving financial governance ability, realizing intelligent performance management, optimizing financial fund industry support policy and so on. This paper expounds the strategies of constructing the big financial system, such as the design of the top level of the big financial system, the establishment of the financial big data standard, the establishment of the financial chief information officer system, and so on. Through the implementation of the big financial system, the finance should act actively in the tide of reform and development.
