基于平衡计分卡的隐患排查治理体系绩效评价研究

【摘要】:建立隐患排查治理体系能够帮助企业消除隐患,有助于提高企业事故防范能力,改善企业安全生产环境,提升本质安全水平。开展隐患排查治理工作绩效评价研究,构建科学合理的企业隐患排查治理体系绩效评价模型,全面反映企业当前隐患排查治理体系运行状况以及存在的不足,可以为企业进一步完善隐患排查治理工作提供科学指导。在将平衡计分卡引入隐患排查治理体系绩效评估进行可行性分析的基础上,根据隐患排查治理体系自身特点,从财务、内部流程、学习与成长三个层面构建隐患排查治理体系平衡计分卡的基本框架,并对隐患排查治理工作的使命和战略愿景进行分析。通过SWOT分析制定了隐患排查治理工作长期发展战略,对长远战略进行分解,得到各个层面的战略目标,并将其分解得到各个层面的关键指标。通过因果线将这些关键指标进行连接,从而得到企业隐患排查治理体系战略地图。根据隐患排查治理体系战略地图,确定隐患排查治理体系平衡计分卡各个层面指标,并对每一个指标含义及作用进行解读。通过模糊隶属度的方法对指标进行筛选,构建了隐患排查治理体系绩效评价模型。运用层次分析法确定隐患排查治理体系各指标权重值。设计隐患排查治理体系绩效评价等级标准以及评价指标评分标准。将评价指标分为定性与定量两种,通过隐患排查信息上报系统中的相关数据可以对定量指标进行计算;通过问卷调查将定性指标间接转化为定量指标,求得定性指标得分。运用多指标综合评价法对隐患排查治理体系绩效进行综合评价。应用构建的评价体系对Y公司进行实例分析,评价结果表明Y公司目前隐患排查治理体系运行情况较好,但学习与成长层面评分相对较低,企业安全培训效果较差、员工安全意识薄弱、企业员工隐患排查参与率较低,并且隐患上报制度存在一定缺陷。针对上述问题,提出了将隐患排查治理纳入个人绩效考核、完善隐患上报奖励机制、优化安全教育培训方式以及加强安全文化建设等措施,以提高隐患排查治理体系运行效果。
[Abstract]:The establishment of hidden trouble investigation and management system can help enterprises eliminate hidden dangers, improve their ability to prevent accidents, improve the safety production environment of enterprises, and enhance the essential safety level. To carry out the research on the performance evaluation of the hidden trouble investigation and management work, to construct a scientific and reasonable performance evaluation model of the hidden danger investigation and governance system, and to reflect comprehensively the current operating situation and the existing deficiencies of the hidden danger investigation and governance system. It can provide scientific guidance for enterprises to further improve hidden trouble investigation and management work. On the basis of the feasibility analysis of introducing the balanced scorecard into the performance evaluation of the hidden trouble investigation and management system, according to the characteristics of the hidden danger investigation and governance system, from the financial and internal processes, The basic frame of balanced scorecard of hidden trouble investigation and management system is constructed from three aspects of learning and growth, and the mission and strategic vision of hidden danger investigation and management are analyzed. Through the analysis of SWOT, the long-term development strategy of hidden trouble investigation and management is worked out, the long-term strategy is decomposed, the strategic goal of each level is obtained, and the key index of each level is obtained. These key indexes are connected by causality line, and the strategic map of hidden trouble checking and governance system is obtained. According to the strategic map of hidden trouble investigation and management system, the index of each level of balanced scorecard is determined, and the meaning and function of each index are interpreted. Through the method of fuzzy membership degree, the index is screened, and the performance evaluation model of hidden trouble detection and management system is constructed. Analytic hierarchy process (AHP) is used to determine the weight of each index in the hidden trouble management system. Design hidden trouble check management system performance evaluation grade standard and evaluation index score standard. The evaluation index can be divided into qualitative index and quantitative index, the quantitative index can be calculated by the relevant data in the information reporting system of hidden trouble investigation, and the qualitative index score can be obtained by indirect transformation of qualitative index into quantitative index through questionnaire survey. The comprehensive evaluation method is used to evaluate the performance of hidden trouble management system. The evaluation system is used to analyze the case of Y Company. The evaluation results show that Y Company is running well in the hidden trouble investigation and management system, but the score of learning and growth level is relatively low, and the effect of enterprise safety training is poor. The employee safety consciousness is weak, the participation rate is low, and the hidden trouble reporting system has some defects. Aiming at the above problems, this paper puts forward some measures to improve the operation effect of the hidden trouble investigation and management system, such as bringing the hidden trouble investigation and management into personal performance appraisal, perfecting the reward mechanism of hidden danger reporting, optimizing the way of safety education and training, and strengthening the construction of safety culture.
