基于“双一流”目标的江苏优势学科绩效评价及提升路径研究

【摘要】:为满足学科发展的要求,加快学科建设的步伐,国家提出了“双一流”目标,将高等教育的重心转移到世界一流学科和一流大学的建设上来。学科是大学建设的基础,学科的质量直接影响着大学水平,建设一流大学本质上是建设一流学科。“双一流”目标强调“中国特色、世界一流”,明确“以绩效为杠杆”对学科实施“动态管理”。江苏省作为教育发展较快的省份之一,早在2010年就开始实施优势学科建设项目,经过近几年的建设发展,已经具备了冲击世界一流学科的基础,但江苏省优势学科建设与“双一流”目标之间仍存在差距,尤其是在优势学科评价体系方面,现有的指标体系和评价方法无法对接“双一流”要求。以江苏省优势学科为研究对象,利用绩效评价手段,构建江苏优势学科绩效评价体系,设计提升优势学科绩效路径,给出对策建议,对提升江苏省学科水平,促进江苏高校发展有重要意义。首先,对“双一流”建设内涵、“双一流”目标下优势学科内涵、“双一流”目标下学科建设特殊性、“双一流”目标下一流学科评价体系特征研究、“双一流”目标下学科绩效评价理论进行梳理,明确研究的理论基础。分析第三次学科评估结果和ESI排名情况,合理评价江苏省优势学科现状和建设基础,提出江苏优势学科建设的问题。其次,构建投入产出型的优势学科绩效评价指标体系,在15组江苏优势学科数据基础上,运用DEA模型及Malmquist指数对江苏省优势学科绩效进行动态及静态实证分析,验证本文构建的绩效指标体系可行性,以便能够有针对性的提出对策与建议。最后,围绕面向国家战略、引导行业发展、瞄准国际前沿、服务社会发展等四个方面,设计提升优势学科绩效路径,从“政府统筹管理,完善江苏省优势学科绩效评价体系”和“创新高校治理机制,打破优势学科对外合作壁垒”出发,提高江苏省优势学科建设水平。
[Abstract]:In order to meet the requirements of discipline development and speed up the pace of discipline construction, the country has put forward the goal of "double first-class", and has shifted the focus of higher education to the construction of world-class disciplines and first-class universities. Discipline is the foundation of university construction, and the quality of discipline directly affects the level of university. The goal of "double-class" emphasizes "Chinese characteristics, world-class", and explicitly "using performance as leverage" to carry out "dynamic management" to the discipline. As one of the provinces with rapid educational development, Jiangsu Province began to implement the project of construction of superior disciplines as early as 2010. After the construction and development in recent years, Jiangsu has already had the foundation to impact the world's first-class disciplines. However, there is still a gap between the construction of superior disciplines and the goal of "double first-class" in Jiangsu Province, especially in the evaluation system of superior disciplines, the existing index system and evaluation methods can not meet the requirements of "double first-class". Taking the superior discipline of Jiangsu Province as the research object, using the means of performance evaluation, this paper constructs the performance evaluation system of the superior discipline in Jiangsu Province, designs the path of improving the performance of the superior discipline, and gives the countermeasures and suggestions to promote the level of the discipline in Jiangsu Province. It is of great significance to promote the development of Jiangsu colleges and universities. First of all, the connotation of "double first-class" construction, the connotation of "double-first-class" goal, the particularity of "double-first-class" goal, the characteristics of first-rate subject evaluation system under "double first-class" goal, the connotation of "double first-class" goal, the specialty of subject construction under "double first-class" goal, The theory of subject performance evaluation under double-class goal is combed out and the theoretical basis of the research is clear. This paper analyzes the results of the third discipline evaluation and the ranking of ESI, evaluates the present situation and construction foundation of the superior discipline in Jiangsu Province, and puts forward the problems of the construction of the superior discipline in Jiangsu Province. Secondly, the performance evaluation index system of input-output superior discipline is constructed. On the basis of 15 groups of data of superior discipline in Jiangsu Province, the dynamic and static empirical analysis of the performance of superior discipline in Jiangsu Province is carried out by using DEA model and Malmquist index. To verify the feasibility of the performance indicator system in this paper, in order to put forward countermeasures and suggestions. Finally, focusing on the four aspects of facing national strategy, guiding the development of industry, aiming at the international frontier and serving the social development, the paper designs a way to improve the performance of the superior discipline, and from the perspective of "the government as a whole", From the point of view of perfecting the performance evaluation system of superior disciplines in Jiangsu Province and innovating the governance mechanism of colleges and universities, breaking the barriers to foreign cooperation of superior disciplines, we can improve the construction level of superior disciplines in Jiangsu Province.
