广西干部教育培训经费管理问题研究

【摘要】：干部教育培训是建设高素质干部队伍的先导性、基础性、战略性工程,加强干部教育培训经费管理,提高经费使用效益,是实现干部教育培训精准化的有效切入,是深化细化财政改革的必然要求,是缓和培训费紧缺和干部教育培训需求强烈之间矛盾的有效途径。本文主要从理清干部教育培训经费与培训费的区别入手,结合广西干部教育培训的工作实际,通过调查问卷和访谈等方式方法,对广西干部教育经费管理的现状和存在问题进行了分析梳理,找出以下存在的问题:干部教育培训经费投入不足,经费资源配置缺乏均等化的制度设计,基本支出与项目支出划分不合理,经费使用效率不高,支出结构不够合理等,并对产生问题的原因进行了分析。在收集国内外有关经验做法,总结出对广西干部教育培训经费管理的启示的基础上,提出了加大干部教育培训投入力度,优化支出结构;理顺干部教育培训经费和培训费管理机制;开展干部教育培训经费绩效评价工作;重点推进干部教育培训经费信息化系统建设等意见建议。
[Abstract]:Cadre education and training is a leading, basic and strategic project to build a contingent of high-quality cadres. Strengthening the management of the funds for cadre education and training and improving the efficiency of the use of funds are an effective way to achieve the precision of cadre education and training. It is the inevitable requirement of deepening the detailed financial reform and an effective way to ease the contradiction between the shortage of training fees and the strong demand for cadre education and training. This article mainly starts with clarifying the difference between education and training funds and training fees for cadres, combining with the actual work of education and training of cadres in Guangxi, by means of questionnaires and interviews, etc. This paper analyzes the present situation and existing problems of Guangxi cadre education fund management, and finds out the following problems: the lack of investment in cadre education and training funds, the lack of equalization of system design for the allocation of funds and resources, The division between basic expenditure and project expenditure is unreasonable, the expenditure efficiency is not high, the expenditure structure is not reasonable, and the causes of the problems are analyzed. On the basis of collecting the experience and practice at home and abroad and summing up the enlightenment to the management of Guangxi cadres' education and training funds, this paper puts forward to increase the input of cadres' education and training and optimize the expenditure structure. Some suggestions are put forward, such as straightening out the management mechanism of cadre education and training funds and training fees, carrying out the work of evaluating the performance of cadre education and training funds, and putting emphasis on promoting the construction of information system for cadre education and training funds.
