【摘要】:绩效考核历来都在人力资源管理中占据重要位置,它既是评价内部员工工作效率和业绩的一种方式,又可以作为一种参考,能较为公允的评价出员工工作绩效以便于对其进行适当的奖惩。在企业内进行绩效考核对员工和企业都颇为重要。因此,如何构建完备的绩效考核机制是企业核心竞争力的重要体现之一。电力行业的相关企业作为中国大型能源供应型企业中的典型代表,有着在资金、科技、人才等方面集聚度高的特征,怎样激发出员工的工作积极性,使其为企业做出最大贡献,是供电企业进行“两个转变”改革的一个关键难点。尤其是目前国内正进行着“三集五大”的体系构建,电力行业的相关企业已将绩效考核当成是企业加强对内部员工管控的一个重要途径,如何将绩效考核机制完善化是企业急需解决的一个难题。所以本文选择以西安供电公司本部绩效考核研究为题,从以下方面进行探讨,以期为相关的理论和实践研究提供参考。本文采用了案例分析法、文献检索法、经验总结法、分析归纳法、问卷调查等研究方法,从以下方面对西安供电公司本部绩效考核体系展开调研。首先,绪论。阐述了研究背景及意义,分析了国内外研究现状,介绍了本文的研究内容与研究方法,画出了本文的技术路线图。其次,理论基础。界定了相关的概念;分析了绩效考核的目标及功能;阐述了绩效考核的原则;并分别阐述了绩效考核体系:绩效计划、绩效计划实施与沟通、绩效考核、绩效反馈、绩效改进、绩效结果的应用。再次,西安供电公司本部绩效管理现状。分析了西安供电公司概况;分析了西安供电公司本部绩效考核现状;分析了西安供电公司本部绩效考核存在的问题。再次,提出西安供电公司本部绩效考核体系的构建设想。分析了供电企业的特点以及绩效考核体系改进的新形势;提出了西安供电公司本部绩效考核体系构建:提出了西安供电公司本部绩效考核体系的设计思路;以及提出了西安供电公司本部分层绩效考核体系的设计。接下来,分析了西安供电公司绩效考核体系的实施与应用。分析了西安供电本部公司本部绩效考核体系实施的影响因素以及具体保障措施。最后,提出了分析的结论和西安供电公司本部绩效考核体系完善建议。
[Abstract]:Performance appraisal has always occupied an important position in human resource management. It is not only a way to evaluate the work efficiency and performance of internal staff, but also a reference. Can fairly evaluate the performance of employees in order to facilitate their appropriate rewards and penalties. It is very important for employees and enterprises to carry on the performance appraisal in the enterprise. Therefore, how to build a complete performance appraisal mechanism is an important embodiment of the core competitiveness of enterprises. As a typical representative of the large energy supply enterprises in China, the related enterprises in the electric power industry have the characteristics of high concentration in the aspects of capital, science and technology, talents, etc. How to stimulate the enthusiasm of the employees and make them make the greatest contribution to the enterprises, Is the power supply enterprise carries on "two changes" the reform a key difficulty. In particular, at present, the system of "three sets and five" is being constructed in our country. The relevant enterprises in the electric power industry have regarded performance appraisal as an important way for enterprises to strengthen the control and control of their internal employees. How to perfect the performance appraisal mechanism is an urgent problem for enterprises. Therefore, this paper chooses Xi'an Power supply Company as the subject of performance evaluation, from the following aspects to explore, in order to provide reference for the relevant theoretical and practical research. In this paper, case analysis, literature retrieval, experience summary, induction, questionnaire and other research methods are used to investigate the performance appraisal system of Xi'an Power supply Company from the following aspects. First, introduction. This paper expounds the background and significance of the research, analyzes the present research situation at home and abroad, introduces the research contents and methods of this paper, and draws out the technical roadmap of this paper. Second, the theoretical basis. Defined the related concepts; analyzed the performance appraisal goal and function; elaborated the performance appraisal principle; and elaborated the performance appraisal system separately: the performance plan, the performance plan implementation and the communication, the performance appraisal, the performance feedback, the performance improvement, Application of performance results. Again, Xi'an Power supply Company performance management status quo. This paper analyzes the general situation of Xi'an Power supply Company, analyzes the present situation of the performance appraisal of Xi'an Power supply Company, and analyzes the problems existing in the performance appraisal of Xi'an Power supply Company. Third, put forward the construction of Xi'an Power supply Company performance appraisal system. This paper analyzes the characteristics of power supply enterprises and the new situation of improving the performance appraisal system, puts forward the construction of the performance appraisal system of Xi'an Power supply Company, and puts forward the design ideas of the performance appraisal system of Xi'an Power supply Company. And proposed the Xi'an power supply company headquarters stratified performance appraisal system design. Then, the implementation and application of Xi'an power supply company performance appraisal system are analyzed. This paper analyzes the influencing factors and specific safeguard measures of the performance appraisal system of Xi'an Power supply Company. Finally, the conclusion of the analysis and the performance appraisal system of Xi'an Power supply Company are put forward.
