基于精益思想的A供电公司业务外包过程监控考核评价体系研究

【摘要】:随着社会经济下行和电力体制改革的不断深化,电力公司经营形势日益严峻,业务外包是电力行业主动参与国家"十三五"规划建设、适应经济发展新常态、能源发展新格局、创新发展新趋势、国企改革、电力改革和供给侧改革等新要求的重大经营策略。本文以A公司为研究对象,基于过程绩效管理的基础理论,应用精益设计的思想和方法、工具,通过对A公司业务外包进行的全面分析和诊断,找到公司业务外包实施过程中存在的主要问题以及影响因素,并应用精益设计的思想,通过对业务外包实施的关键过程识别,找到A公司业务外包过程监控考核评价体系设计的关键要素,通过概念方案设计,明确公司业务外包实施过程监控考核评价体系设计的思路,再应用DMADV设计工具,对考核指标体系进行有效设计,构建考核评价指标体系。最后,以车辆管理业务外包为例,对考核指标体系进行过程验证,并完善相应的组织管理职责,落实责任主体,规范公司业务外包实施全过程。同时,进一步完善相关的保障支撑体系,以促进公司业务外包规范管理制度体系的完善,推动公司"降本、提质、增效"目标的实现。A公司作为供电企业业务外包实施的试点单位,本文以精益设计手段构建A公司过程绩效考核评价体系,将在一定程度上丰富绩效考核评价体系研究的方法和工具,拓展研究应用范畴。同时,对进一步规范地市电网企业业务外包管理,实现企业"降本、提质、增效"也具有重要意义。
[Abstract]:With the deepening of the social and economic downturns and the reform of the electric power system, the operation situation of the electric power companies is becoming increasingly severe. Business outsourcing is the initiative participation of the power industry in the planning and construction of the 13th Five-Year Plan of the country, in order to adapt to the new normal of economic development and the new pattern of energy development. The new trend of innovation and development, the reform of state-owned enterprises, the reform of electric power and the reform of supply side, etc. Based on the basic theory of process performance management, this paper takes A Company as the research object, applies the ideas and methods of lean design, and makes a comprehensive analysis and diagnosis of A Company's business outsourcing. Find out the main problems and influencing factors in the process of implementing business outsourcing, and apply the idea of lean design to identify the key process of the implementation of business outsourcing. This paper finds out the key elements of the design of monitoring and evaluation system of business outsourcing process in company A, through the conceptual scheme design, clarifies the idea of designing the monitoring evaluation system for the process of business outsourcing, and then applies the DMADV design tool. The evaluation index system is designed effectively and the evaluation index system is constructed. Finally, taking the vehicle management business outsourcing as an example, the paper verifies the assessment index system, consummates the corresponding organizational management responsibility, implements the responsible subject, and standardizes the whole process of the company's business outsourcing. At the same time, we should further improve the relevant safeguard support system in order to promote the perfection of the normative management system of the company's business outsourcing, and to push the company to "reduce the cost and improve the quality," As a pilot unit for the outsourcing implementation of power supply enterprises, this paper constructs the process performance evaluation system of company A by lean design. To some extent, it will enrich the research methods and tools of performance appraisal system and expand the scope of research and application. At the same time, it is also of great significance to further standardize the management of business outsourcing of local power grid enterprises, and to realize "reducing cost, improving quality and increasing efficiency".
