新制度经济学视角下的第三方教育评估制度环境研究

【摘要】:管办评分离背景下的第三方评估教育绩效的制度创新,实质是一场极为复杂的制度变迁活动。高效的第三方教育评估制度体系能够促进制度达到新的均衡,节约交易费用,约束评估主体机会主义行为。然而,传统的教育治理理念和治理机制所触发的"路径依赖"仍显示出较强的惯性制约作用。为此,应加强制度供给,通过完善相关法律和政策支持、加快信息公开、完善和落实评估结果应用机制、培育评估文化等多种途径,为第三方评估创设适宜的制度生态环境。
[Abstract]:The institutional innovation of third party evaluation of educational performance under the background of management score is in essence an extremely complicated institutional change. An efficient third party education evaluation system can promote the system to achieve a new equilibrium, save transaction costs, and constrain the opportunistic behavior of the evaluation subject. However, the "path dependence" triggered by the traditional educational governance concept and governance mechanism still shows a strong inertia restriction. Therefore, we should strengthen the system supply, improve the relevant laws and policies, speed up the disclosure of information, perfect and implement the application mechanism of evaluation results, cultivate the evaluation culture and other ways, and create a suitable system ecological environment for the third party evaluation.
