XT海关职员绩效考核体系优化研究

【摘要】:海关(the Customs)作为国家进出境监督管理部门,职能已经从过往保护国家贸易安全和预防恐怖主义威胁等传统职能延伸至以贸易税收征管、打击走私和肩负统计等职能,在维护国家进出口贸易秩序方面更是代表了国家形象,权力大、专业性强。如何确保我国海关关员既能合规执法,又能促进国家进出口贸易发展,笔者认为,建立更为高效廉洁、科学规范的海关管理体系,已经成为头等大事。在现行行政管理体制之下,海关总署和其派出机构及各直属关的考核机制已经相对成熟,形成了相对固定的体系,但是各基层海关作为业务直接执行机构,由于行政级别低、资源短缺,且业务方向各有侧重等,基层海关关员绩效考核体系尚不成熟,属于较为初级的阶段,本文围绕如何让基层海关考核体系更科学,更精准,从而体现出基层海关关员实际工作情况,以公正、公平、客观为导向,争取能够为实现海关的现代化管理提供合理建议。本文以黄埔海关下属基层海关XT海关为研究对象,对XT海关现有绩效考核体系进行了分析,通过横向比较其他基层海关的绩效考核经验,梳理出现有考核体系仍然存在的问题和优化空间。同时,结合XT海关的岗位设置及职能,分维度、分层次的重新设计了一套绩效考核方案,并提出了考核方案实施过程中需要强调注意的问题,全文共分为六个章节:第一部分,论文从研究背景、思路、方法、意义入手,介绍了绩效考核的相关理论基础,是全文行文的基础;第二部分,介绍了XT海关绩效考核的现状,并分析了现有绩效考核体系存在的问题,强调了对其进行绩效考核体系优化设计方案的迫切性、必要性;第三部分,通过比较分析的方法,列举比较了其他基层海关绩效考核的创新方法及经验不足,对比归纳出现有行政体系下,基层海关绩效考核中的普遍问题;第四部分,通过分析出的基层海关考核中的经验不足结合XT海关现有绩效考核体系存在的问题,相对应的提出解决问题的思路及方法,提出了优化绩效考核体系的方案。针对现有考核体系反馈时间长、流于表面,指标权重不科学导致的有失公平和不能全面体现岗位特性等问题,设计了根据XT海关战略职能及职责为一级指标的三层四维考核体系,将时间、岗位性质、职级维度进行分层,将时间分为月度和年度,岗位性质区前中后台,同级内部根据岗位职责对指标设计及指标权重上的侧重各有不同等方法综合对前述问题进行解决。本章是全文的核心重点;第五部分,根据本文设计的绩效考核方案如何在XT海关予以实施,以及实施过程中可能存在的困难及需要关注的重点问题进行强调,细化将考核方案落到实处;最后,对全文核心观点和内容进行了归纳总结与提炼,并指出本文可以继续深入研究的方向。
[Abstract]:As the national supervision and administration department of entry and exit, Customs (the Customs) has extended its functions from the traditional functions of protecting national trade security and preventing terrorist threats to the functions of collecting and managing trade taxes, combating smuggling and shouldering statistics, etc. In the maintenance of national import and export trade order is more representative of the national image, power, strong professionalism. How to ensure that our customs officers can not only enforce the law but also promote the development of national import and export trade, the author believes that the establishment of a more efficient and clean, scientific and standardized customs management system has become a top priority. Under the current administrative management system, the assessment mechanism of the General Administration of Customs, its field offices and the customs offices directly under it has been relatively mature and has formed a relatively fixed system. However, as the direct executing agencies of the business, the grass-roots customs offices are at a low level of administration. Lack of resources, and the business direction of each of the focus, grass-roots customs officers performance appraisal system is not yet mature, belong to a relatively preliminary stage, this article around how to make the grass-roots customs assessment system more scientific, more accurate, Thus it reflects the actual working situation of the customs officers at the grass-roots level and aims at providing reasonable suggestions for the realization of the modern management of the customs with the guidance of justice fairness and objectivity. This paper takes XT Customs of Huangpu Customs as the research object, analyzes the existing performance appraisal system of XT Customs, and compares the performance appraisal experience of other grass-roots customs. Combing the problems that still exist in the examination system and the space for optimization. At the same time, combining with the post setting and function of XT Customs, this paper redesigns a set of performance appraisal scheme in different dimensions and levels, and puts forward some problems that should be paid attention to in the course of implementing the appraisal scheme. The whole text is divided into six chapters: the first part, This paper introduces the theoretical basis of performance appraisal, which is the basis of the full text. The second part introduces the current situation of XT customs performance appraisal. And analyzed the existing performance appraisal system existing problems, emphasized the performance appraisal system optimization design scheme urgency, the necessity; the third part, through the comparative analysis method, This paper enumerates and compares the innovative methods and insufficient experience of other grass-roots customs performance appraisal, and compares and sums up the common problems in the performance appraisal of grass-roots customs under the administrative system; part four, Based on the analysis of the lack of experience and the existing problems in the performance appraisal system of XT Customs, this paper puts forward the corresponding ideas and methods to solve the problems, and puts forward the scheme of optimizing the performance appraisal system. Aiming at the problems of long feedback time, superficial flow and unscientific index weight, the existing assessment system is not fair and can not fully reflect the characteristics of the post, and so on. According to the strategic function and duty of XT customs, three layers and four dimensional assessment system is designed, which divides time, post nature and rank dimension into monthly and annual, background before and before post nature area. The above problems are solved comprehensively by different methods of index design and index weight in the same level according to the post responsibility. This chapter is the core point of this paper. The fifth part, according to the performance evaluation scheme designed in this paper, how to implement it in XT customs, and the possible difficulties in the implementation process and the key issues that need to be paid attention to are emphasized. Finally, the paper summarizes and refines the core viewpoints and contents of the paper, and points out the direction of further research in this paper.
