台湾私立大学院校退场制度研究

【摘要】:台湾少子化现象导致私立大学院校新生注册率低,大学评鉴加剧部分私校经费困难,私立大学办学品质不断下滑,台湾教育部引进退场制度以淘汰办学绩效不佳的学校。自退场制度实施以来,先后经历了三个阶段:起始期确立了私立大学院校退场的法源基础;发展期发布了私立大学院校退场制度系列报告书;完善期出台了私立大学院校退场相关配套政策。台湾私立大学院校退场由教育部长指派督学召集组成的项目辅导小组以及私立高等教育咨询委员会负责组织与实施,包括合并、转制、停办、解散四条退场路径,并对学生、教职员工和校产之活化再利用做了明确的规定。台湾私立大学院校退场标准争议较大、退场制度安排动力不足、政府在私立大学院校退场中定位不明,未来台湾私立大学院校退场会朝着减少政府干预、退场与大学评鉴脱钩,协助教师安置、高级人力流向产业,探索退场诱因、引导私校主动退场的方向发展。
[Abstract]:The phenomenon of minority children in Taiwan leads to the low registration rate of new students in private universities, the difficulty of university evaluation in some private schools, the declining quality of private universities, and the introduction of exit system by the Ministry of Education of Taiwan to eliminate the schools with poor school performance. Since the implementation of the exit system, it has gone through three stages: the beginning period has established the legal basis of the private university college exit system, the development period has issued a series of reports on the private university college exit system. Perfect period of the introduction of private universities and colleges to exit the relevant supporting policies. Taiwan's private universities and colleges withdraw from the venue, which is composed of a project guidance group appointed by the Minister of Education and appointed by the Minister of Education, and a private higher education advisory committee, which is responsible for organizing and implementing, including merging, transforming, suspending, disbanding four exit routes, and treating students. The reutilization of faculty and school property is clearly defined. The exit standard of Taiwan's private universities and colleges is controversial, the motivation for the withdrawal system is insufficient, and the government's position in the exit of private universities and colleges is not clear. In the future, the withdrawal of Taiwan's private universities and colleges will be directed towards reducing government intervention and decoupling from the evaluation of universities. Assist in teacher placement, senior manpower flow to industry, explore incentives to exit, guide private schools to take the initiative to leave the field.
