国内训练单位基地化建设的现状调查与对策研究——以江苏省体育局训练中心为例

【摘要】：为了梳理国内训练单位基地化建设内涵与实践发展历程,厘清基地化建设的目标与发展内容;并在资源配置理论视域中,将训练单位基地化建设的现状考察细分为训练管理、科研服务、文化教育和生活保障等4个方面,对其资源配置水平进行量化分析。主要采用文献资料法进行已有研究成果的梳理;结合问卷调查法对训练基地的资源配置情况进行实地考察和个案分析。研究发现:国内训练单位会进入一个以质量提高为核心的内涵增长模式。本土一流科研团队的打造、运动训练与科研服务匹配度的调适、多元人才培养机制、信息服务平台的构建应成为基地化建设的重要内容。建议:制定出台《国内训练单位基地化建设综合指标体系》,明确目标管理导向下基地建设的标准化实施内容;构建多元投入的经费保障机制;打造专业复合型团队;探索科学量化绩效管理模式。为当前我国训练基地的建设与发展提供合理参考。
[Abstract]:In order to sort out the connotation and practice development course of domestic training unit base construction, clarify the target and development content of base construction; In the view of resource allocation theory, the present situation of training unit base construction is divided into four aspects: training management, scientific research service, culture education and life security, and the level of resource allocation is analyzed quantitatively. This paper mainly adopts the literature method to comb the existing research results, and carries on the field investigation and the individual case analysis to the training base resources allocation situation combined with the questionnaire survey method. The study found that domestic training units will enter a quality improvement as the core of the connotation of growth model. The establishment of local first-class scientific research team, the adjustment of matching degree between sports training and scientific research service, the cultivation mechanism of multiple talents and the construction of information service platform should become the important contents of base construction. The suggestions are as follows: to formulate the comprehensive index system for the base construction of domestic training units, to make clear the standardized implementation content of the base construction under the guidance of objective management, to construct the fund guarantee mechanism of the multiple input, to build the specialized compound team; To explore the scientific quantitative performance management model. It provides reasonable reference for the construction and development of training base in our country.
