国际领导与中国协进型领导角色的构建

【摘要】:全球治理需要国际领导,但国际领导的赤字由来已久。特朗普总统的当选以及他所主张的"美国优先"的内外政策让国际领导的赤字问题更加凸显。作者将对国际领导这一问题进行深入的讨论,分析国内外已有的研究,并在此基础上对国际领导的概念以及国际领导的目标、手段、方式、领域、绩效和合法性问题进行系统的梳理。作者进而对冷战后美国的国际领导实践进行了简要的评估,区分了不同时期的美国政府所采取的国际领导模式,并指出了各自所存在的问题,认为现在中国面临的核心问题不是要不要参与国际领导,而是如何理解并进行国际领导的问题。为此,中国应该构建具有中国特色的协进型国际领导角色。这一角色将强调国际协作领导、共进领导、吸引领导、赋权领导,以便在积极参与国际领导的供给的同时,避免国际领导等同于霸权或支配性领导的误区、国际领导等同于自利领导的误区、国际领导等同于强制领导的误区以及国际领导等同于包办领导的误区。
[Abstract]:Global governance requires international leadership, but the deficit of international leadership has a long history. The election of President Trump and his "U.S. priority" internal and external policies have made the deficit problem of international leadership all the more prominent. The author will discuss the problem of international leadership in depth, analyze the existing research at home and abroad, and on this basis, the concept of international leadership and the objectives, means, methods and fields of international leadership. The problems of performance and legitimacy are systematically combed. The author then makes a brief assessment of the practice of international leadership in the United States after the Cold War, distinguishes the international leadership models adopted by the American government in different periods, and points out their own existing problems. It is believed that the core question facing China now is not whether to participate in international leadership, but how to understand and carry out international leadership. To this end, China should build a cooperative international leadership role with Chinese characteristics. This role will emphasize international collaborative leadership, joint leadership, attract leadership and empower leadership in order to avoid the misunderstanding that international leadership is equated with hegemonic or dominant leadership while actively participating in the supply of international leadership. International leadership is equivalent to the misunderstanding of self-interest leadership, international leadership is equivalent to compulsory leadership and international leadership is equivalent to arranged leadership.
