我国政府绩效评估的总体性问题与应对策略

【摘要】:政府绩效具有强烈的情境依赖性,不同国家的政府绩效形式往往大不相同。我国政府绩效的特殊性表现在社会主义国体所决定的消灭剥削、人人平等、不断解放和发展生产力、人民群众广泛参与的行政民主等方面,这种社会主义性质通过"议行合一"的政体得以保证。另外,我国传统行政文化中的的实绩晋升激浊扬清传统、以吏为师、清官文化也形成了我国特殊的政府绩效形式。然而,我国地方先行的政府绩效评估仅仅"硬嵌"了西方国家结果导向的"链式工具",使得绩效评估本身不能反映我国的绩效特征,同时却平移了国外的源问题,这些构成了我国政府绩效评估的总体性问题。解决这些问题需要将政府绩效的中国特色融入我国的绩效评估过程。
[Abstract]:Government performance has a strong situational dependence, and the forms of government performance are often very different from country to country. The particularity of the performance of our government is manifested in the aspects of eliminating exploitation, equality of all people, continuous liberation and development of productive forces, administrative democracy with extensive participation of the people, and so on, as determined by the socialist state system. This socialist nature is guaranteed by a political system of "the unity of discussion and action". In addition, the promotion of achievements in the traditional administrative culture of our country has promoted the tradition of Qing Dynasty, and the official culture has also formed a special form of government performance in our country. However, the local government performance evaluation in our country has only "hard embedded" the result-oriented "chain tool" of western countries, which makes the performance evaluation itself unable to reflect the performance characteristics of our country, but at the same time, it has translated the source problems of foreign countries. These constitute the overall problems of government performance evaluation in our country. To solve these problems, it is necessary to integrate the Chinese characteristics of government performance into the performance evaluation process of our country.
