区域科技人力资源流动机理研究

【摘要】:随着我国经济的发展和社会的进步,科技人力资源已成为从事科学研究、经济建设的核心力量,其就业状况与区域流动情况亦备受关注。掌握该类人力资源的流动特点和规律对于制订人才政策、科技政策,提高社会创新能力意义重大。 文章通过文献阅读和先期调查提出了研究的问题,在对与区域科技人力资源流动有关的社会系统进行系统分析的基础上,以科技人力资源个体流动决策为研究起点,进而研究了该类人力资源群体的形成及其演变。并分别构建了概念化的个体决策模型和群体演化过程。然后以科研项目为依托,对我国西部科技人力资源流动问题进行了统计分析,获得了影响该地区科技人力资源流动的主要因素。较为深入的研究了科技人力资源流动的起点─大学毕业生就业难问题,并给出了相关的政策建议。 本文以区域科技人力资源流动为话题,明确提出微观决策与宏观社会效应的关系是该问题的本质,并较为完整的提出了从“个体决策─群体形成演化─宏观影响”这一分析框架。该框架对于众多社会问题的研究均有借鉴价值。
[Abstract]:With the development of our economy and the progress of our society, the human resources of science and technology have become the core force of scientific research and economic construction. Its employment situation and regional mobility are also concerned. It is of great significance to grasp the characteristics and laws of this kind of human resources to formulate talent policies, science and technology policies, and to improve the ability of social innovation. Based on the systematic analysis of the social system related to the flow of human resources in the region, the paper puts forward the research problems through literature reading and advance investigation, and takes individual mobility decision of the human resources of science and technology as the starting point of the research. Then, the formation and evolution of this kind of human resource group are studied, and the conceptualized individual decision-making model and the group evolution process are constructed respectively. This paper makes a statistical analysis on the flow of scientific and technological human resources in western China, and obtains the main factors that affect the flow of scientific and technological human resources in this area. The starting point of the flow of scientific and technological human resources, that is, the difficulty for college graduates to obtain employment, is studied in depth. The relevant policy recommendations are also given. Based on the topic of regional scientific and technological human resource flow, this paper clearly points out that the relationship between micro decision making and macro social effect is the essence of the problem. An analytical framework called "individual decision making-group formation evolution-macro impact" is put forward, which can be used for reference in the study of many social problems.
