广东省新型研发机构建设模式及其机制研究

【摘要】:近年来,随着科技体制变革不断深化,我国涌现了一大批不同于传统研发组织的新型研发机构。研发机构作为开展技术创新、提升区域创新能力的重要载体,在创新驱动发展过程中发挥着巨大作用。新型研发机构是科技创新活动发展到一定阶段的产物,是研发组织的一种创新形式。与传统的科研机构相比,新型研发机构突破了传统科研机构的地域、组织与技术的限制,新型研发机构在投资建设主体、管理运行机制和产权共享主体等方面都具有更高的创新性、灵活性与先进性。本研究以广东省科技厅认定的新型研发机构为研究对象,研究对研发机构上交给广东省科技厅的评定材料进行了整理分析,得出了广东省新型研发机构的发展现状、主要建设模式与其特点。同时,本研究运用文献研究法和案例研究法选取了广东省四个有代表性的新型研发机构,深入地分析探讨了这四个新型研发机构的目标定位、组织管理、运行机制、主要贡献、国际化进程和与高校的合作这六个方面的内容。随后,本研究对这四个案例进行比较分析,总结了相关的成功经验,以期为今后广东省甚至全国的新型研发机构的建设及发展提供参考。最后,本研究通过高校职能的视角来分析探讨了新型研发机构的建设为高校带来的机遇与挑战。通过研究,本文主要得出了以下几点结论:第一,广东省新型研发机构在广东省政府的大力支持下快速发展,已经成为广东省创新驱动发展的重要力量;第二,广东省新型研发机构具有面向市场、围绕产业发展、创新链与产业链结合、政产学研高度结合和走向国际化的特点;第三,广东省新型研发机构在其管理体制和运行机制上都具有较高的创新性;第四,通过案例研究表明,广东省新型研发机构的成功经验在于其清晰的定位、高效的管理运行模式、行之有效的考核机制和激励机制、国际化的合作道路和与高校开展的深入合作;第五,为了推动广东省新型研发机构的发展,本文提出政府应该注重人才团队的引进、加大科研经费的投入和对欠发达地区研发机构的扶持,新型研发机构应该发挥自身的创新能动作用,努力创新组织管理体制,制定有效机制,探寻推动新型研发机构良性发展的新路径;第六,新型研发机构为高校开展人才培养、科学研究和社会服务带来了机遇和挑战,并为高校开展创新活动提供新参考。
[Abstract]:In recent years, with the deepening of the reform of science and technology system, a large number of new R & D institutions, which are different from the traditional R & D organizations, have emerged in China. New R & D institutions are the product of the development of scientific and technological innovation activities to a certain stage and an innovative form of R & D organizations. Compared with traditional scientific research institutions, new R & D institutions are playing a great role in the process of innovation-driven development. New R & D institutions have broken through the limitations of traditional research institutions, such as geographical, organizational and technological constraints. New R & D institutions are more innovative in terms of investment and construction, management operating mechanism and property rights sharing, and so on. Flexibility and progressiveness. This study takes the new R & D institutions recognized by the Guangdong Science and Technology Department as the research object, and studies and analyzes the evaluation materials handed over by the R & D institutions to the Guangdong Science and Technology Department. At the same time, this study selects four representative new R & D institutions in Guangdong Province by using the literature research method and the case study method. The contents of the four new R & D institutions in terms of target orientation, organization and management, operation mechanism, main contribution, internationalization process and cooperation with colleges and universities are analyzed and discussed in depth. This study makes a comparative analysis of the four cases and summarizes the relevant successful experiences in order to provide a reference for the construction and development of new R & D institutions in Guangdong Province and even the whole country in the future. This study analyzes and discusses the opportunities and challenges brought by the construction of new R & D institutions to colleges and universities from the perspective of university functions. Through the research, this paper mainly draws the following conclusions: first, The rapid development of new research and development institutions in Guangdong Province, with the strong support of the Guangdong Provincial Government, has become an important force for innovation-driven development in Guangdong Province. Second, the new-type R & D institutions in Guangdong Province are market-oriented and revolve around industrial development. The combination of innovation chain and industry chain, the combination of politics, industry, education and research, and the internationalization of research and development; third, the new R & D institutions in Guangdong Province are highly innovative in their management system and operational mechanism; 4th, through the case study, it shows that, The successful experience of new R & D institutions in Guangdong lies in their clear positioning, efficient management operation mode, effective assessment mechanism and incentive mechanism, internationalized cooperative road and in-depth cooperation with colleges and universities. 5th, In order to promote the development of new R & D institutions in Guangdong Province, this paper proposes that the government should pay attention to the introduction of talent teams, increase the investment of scientific research funds and support R & D institutions in less developed areas. New R & D institutions should exert their innovative and dynamic role, strive to innovate the organizational management system, formulate effective mechanisms, and explore new ways to promote the healthy development of new R & D institutions. 6th, New-type R & D institutions should carry out personnel training for colleges and universities. Scientific research and social service bring opportunities and challenges, and provide a new reference for colleges and universities to carry out innovative activities.
