面向自主创新的区域科技资源优化配置研究

【摘要】:自主创新已上升为我国国家战略,提高自主创新能力,优化科技资源配置是其关键。我国科技资源配置效率较低,提升区域科技资源配置效率对于促进区域自主创新具有重要意义。为此,本文在区域科技资源配置与自主创新关系检验的基础上,分析面向自主创新的区域科技资源配置机理与模式,构建面向自主创新的区域科技资源配置效率评价模型,为我国区域科技资源的优化配置提供决策借鉴。 首先,论文分析了我国区域自主创新和区域科技资源配置的现状与问题。在明晰区域自主创新内涵与能力构成以及区域科技资源配置内涵、功能与特征基础上,对我国各区域自主创新投入能力、环境能力、产出能力、潜在能力和科技资源投入、环境与产出进行现状分析,发现我国区域科技资源配置存在部分区域科技资源配置效率较低、区域科技资源配置结构有待优化、区域科技资源配置的公平程度有待提高、区域科技资源配置与相关系统的协同力有待提升等问题。 其次,论文检验了区域科技资源配置与自主创新的关系。在区域科技资源配置与区域自主创新关系分析基础上提出假设并建立模型,采用典型相关分析方法进行2009年我国31省市科技资源配置与自主创新的相关关系检验,证明区域科技资源配置能有效促进区域自主创新能力的提升。 再次,论文构建了面向自主创新的区域科技资源配置效率评价模型并进行了实证研究。在界定面向自主创新的科技资源配置效率及其评价的内涵的基础上,分析区域科技资源配置效率评价的功能与原则,构建区域科技资源配置效率评价模型,设计指标体系,选择融合传统DEA、改进DEA和复合DEA的DEA方法组合,以2009年我国31省市的科技资源配置效率为对象进行评价的实证分析,得出我国未来可从优化科技资源配置环境和提高科技资源产出能力两方面进一步提升科技资源配置效率的结论。 其后,论文剖析了面向自主创新的区域科技资源优化配置机理。面向自主创新的区域科技资源优化配置机理包括区域科技资源配置与区域自主创新的耦合机理、区域科技资源优化配置促进区域自主创新的机理和面向自主创新的区域科技资源优化配置实现机理。区域科技资源配置与区域自主创新的耦合机理包括目标、要素、过程和机制等四方面的耦合关系,区域科技资源优化配置促进自主创新的机理分别为区域科技资源配置促进原始创新、集成创新和消化吸收再创新,面向自主创新的区域科技资源优化配置的实现机理分为公共选择机理和经济学内在机理。 进而,论文研究了面向自主创新的区域科技资源优化配置模式。从创新主体和科技资源类型两方面提出区域科技资源优化配置模式的分析维度,,对区域科技资源优化配置模式进行分类,并构建区域科技资源优化配置模式模型,进而从政府主导模式、企业驱动模式、研究机构驱动模式等方面研究区域科技资源优化配置的单一驱动模式,从产-学-研模式、经费-人才-技术模式、专利-工艺-服务模式等方面研究区域科技资源优化配置的联合驱动模式,从主体协同模式、资源协同模式和产业技术联盟模式等方面研究区域科技资源优化配置的协同模式。 最后,论文提出了面向自主创新的区域科技资源优化配置对策。从促进面向自主创新的区域科技资源配置的组织协同、促进区域科技资源配置与自主创新一体化的制度协同、促进基于政府与市场相结合的科技资源优化配置的机制协同、打造提升区域科技资源配置效率的环境支撑体系等方面提出了面向自主创新的区域科技资源优化配置对策。
[Abstract]:Independent innovation has risen to China's national strategy, improving the ability of independent innovation and optimizing the allocation of scientific and technological resources is the key. The efficiency of the allocation of scientific and technological resources in China is low, and it is of great significance to promote the allocation efficiency of regional science and technology resources to promote regional independent innovation. On the basis of the analysis, the mechanism and mode of regional scientific and Technological Resources Allocation Oriented to independent innovation are analyzed, and the evaluation model of regional scientific and technological resources allocation efficiency oriented to independent innovation is constructed to provide a reference for the optimal allocation of regional scientific and technological resources in China.
First, the paper analyzes the status and problems of regional independent innovation and regional scientific and technological resources allocation in China. On the basis of clarifying the connotation and ability of regional independent innovation and the connotations of regional scientific and technological resources allocation, function and characteristics, the input capacity, environmental capacity, output capacity, potential ability and scientific and technological resources of independent innovation in our country are made. It is found that the allocation of regional science and technology resources in some regions is low, the structure of regional science and technology resources needs to be optimized, the equity of regional science and technology resources allocation needs to be improved, and the coordination of regional scientific and technological resources allocation and related systems need to be promoted.
Secondly, the paper examines the relationship between regional scientific and technological resources allocation and independent innovation. Based on the analysis of the relationship between regional scientific and technological resources allocation and regional independent innovation, the paper puts forward the hypothesis and establishes the model, and uses the canonical correlation analysis to test the relationship between the 31 provinces and cities in 2009 and the correlation between the self principal innovation and the scientific and technological resources in China, and proves the regional science and technology. The allocation of resources can effectively promote the improvement of regional independent innovation capability.
Thirdly, the paper constructs the evaluation model of regional scientific and technological resources allocation efficiency oriented to independent innovation and carries out an empirical study. On the basis of defining the efficiency of the allocation of scientific and technological resources and the connotation of evaluation for independent innovation, this paper analyzes the functions and principles of the evaluation of the allocation efficiency of regional scientific and technological resources, and constructs the evaluation of the allocation efficiency of regional scientific and technological resources. The price model, the design index system, the combination of the traditional DEA, the improved DEA and the composite DEA DEA method, and the empirical analysis of the scientific and technological resources allocation efficiency of the 31 provinces and cities of China in 2009, and the conclusion that China can further improve the scientific and technological resources from the two aspects of optimizing the allocation environment of scientific and technological resources and improving the output capacity of the science and technology resources. After that, the paper analyzes the optimization allocation mechanism of regional science and technology resources oriented to independent innovation. The optimization allocation mechanism of regional science and technology resources oriented to independent innovation includes the coupling mechanism of regional scientific and technological resources allocation and regional independent innovation, the mechanism of regional scientific and technological resources optimization and the regional self innovation mechanism and the area oriented to independent innovation. The coupling mechanism of regional scientific and technological resources allocation and regional independent innovation includes the coupling relationship of four aspects, such as target, factor, process and mechanism, and the mechanism of regional scientific and technological resources optimization to promote independent innovation is regional science and technology resource allocation to promote original innovation, integrated innovation and digestion and absorption. Innovation, the mechanism of optimizing the allocation of regional scientific and technological resources for independent innovation is divided into the mechanism of public choice and the inherent mechanism of economics.
Then, the paper studies the optimal allocation model of regional science and technology resources oriented to independent innovation. It puts forward the analysis dimension of the optimal allocation model of regional scientific and technological resources from two aspects of the innovation subject and the type of scientific and technological resources, classifies the optimization allocation model of regional scientific and technological resources, and constructs the model of the optimization allocation model of regional scientific and technological resources, and then goes into politics. The single driving mode of regional science and technology resources optimization is studied in the aspects of government dominated mode, enterprise driven model and research organization driving mode. The joint driving mode of regional scientific and technological resources optimization allocation is studied from the aspects of production learning research model, fund talent technology model, patent process service model and so on. The collaborative mode of regional scientific and technological resources allocation is studied in the same mode and industrial technology alliance mode.
Finally, the paper puts forward the optimal allocation strategy of regional science and technology resources oriented to independent innovation. It promotes the coordination of regional scientific and Technological Resources Allocation Oriented to independent innovation, promotes the integration of regional scientific and technological resources allocation and independent innovation, and promotes the mechanism coordination of the optimal allocation of scientific and technological resources based on the combination of government and market. To create an environment supporting system to enhance the efficiency of regional science and technology resources allocation, the paper puts forward countermeasures for optimizing regional science and technology resources allocation for independent innovation.
