关于山西科技创新水平的实证研究

【摘要】:随着世界范围内科学技术的日新月异,区域可持续发展能力的竞争正逐渐演变为科技创新能力的竞争。科技创新是经济增长的重要源泉,科技进步对经济增长的促进作用日趋明显,表现在科技投入对经济增长的贡献值越来越大。当前,山西产业结构调整正处于重要的战略转型期,如何提升山西科技创新水平,促进山西经济稳定、健康、较快地发展,已经成为一项具有理论和现实意义的重要课题。 本文主要从以下三方面进行研究:首先,根据科技投入与经济增长之间的相关关系,运用序列相关理论和平稳性检验对1991年至2008年山西省科技投入指标与经济增长指标之间的相关关系进行分析,再通过误差修正模型和Granger因果检验研究山西财政科技投入与经济增长之间的长期关系和短期影响;其次,运用DEA方法对山西科技创新水平进行横向比较,通过数据包络分析中的CCR、BCC模型对黄河经济带11个省市科技创新水平相对效率进行测度,利用SBM模型对测度结果进行修正,并对山西的相对效率值进行目标改进,分析其科技创新投入与产出的改进方向;再次,运用因子分析模型对2008年山西区域内科技创新水平进行研究,以山西科技创新旗帜太原市为例,重点研究太原市在科技资源配置优势下的投入产出效率。主要得出以下结论:(一)山西财政科技投入和经济增长之间存在着长期稳定的动态均衡关系;(二)山西科技创新水平持续提升,但山西财政科技投入对经济增长的促进作用并不明显;(三)技术相对无效和规模相对无效的双重作用使山西科技创新水平表现为总体相对无效,但技术相对无效是山西科技创新总体相对无效的主要原因;(四)山西科技创新存在一定程度的科技投入冗余现象,具体表现为技术效率值非SBM有效;(五)山西区域内科技创新水平主要依赖太原市和临汾市,整体水平较低。最后针对以上问题提出相应的对策及建议。
[Abstract]:With the rapid development of science and technology in the world, the competition of regional sustainable development ability is gradually evolving into the competition of scientific and technological innovation ability. Scientific and technological innovation is an important source of economic growth, and the role of scientific and technological progress in promoting economic growth is becoming more and more obvious, which is reflected in the increasing contribution of scientific and technological input to economic growth. At present, the adjustment of Shanxi's industrial structure is in an important strategic transition period. How to improve the level of Shanxi's scientific and technological innovation and promote Shanxi's economic stability, health and rapid development has become an important topic of theoretical and practical significance. This article mainly carries on the research from the following three aspects: first, according to the correlation between the science and technology investment and the economic growth, By using the theory of sequence correlation and the stability test, this paper analyzes the correlation between the scientific and technological input index and the economic growth index of Shanxi Province from 1991 to 2008. Then through the error correction model and Granger causality test to study the long-term relationship and short-term impact between Shanxi financial science and technology investment and economic growth. Secondly, using DEA method to compare the level of scientific and technological innovation in Shanxi Province horizontally. The relative efficiency of scientific and technological innovation in 11 provinces and cities of the Yellow River Economic Belt is measured by CCR- BCC model in data envelopment analysis. The results are modified by using SBM model, and the relative efficiency value of Shanxi is improved. Thirdly, using factor analysis model to study the level of scientific and technological innovation in Shanxi region in 2008, taking Taiyuan City as an example, This paper focuses on the input-output efficiency of Taiyuan City under the advantage of scientific and technological resources allocation. The main conclusions are as follows: (1) there is a long-term stable dynamic equilibrium relationship between Shanxi's financial investment in science and technology and economic growth; (2) the level of scientific and technological innovation in Shanxi continues to improve. However, the contribution of Shanxi financial science and technology investment to economic growth is not obvious. (3) the dual effects of relatively ineffective technology and relatively ineffective scale make the level of scientific and technological innovation in Shanxi appear to be relatively ineffective as a whole. However, relatively ineffective technology is the main reason for the overall invalidity of scientific and technological innovation in Shanxi. (4) there is a certain degree of redundancy in scientific and technological investment in Shanxi. The technical efficiency value is non-SBM effective; (5) the level of scientific and technological innovation in Shanxi region mainly depends on Taiyuan and Linfen City, the overall level is low. Finally, the corresponding countermeasures and suggestions are put forward in view of the above problems.
