X研究所业务流程再造研究及实践

【摘要】：近年来,诸多学者结合国内企业的实际情况,开展了大量的研究工作,探索契合国情的企业业务流程再造,其研究对象主要集中于处于完全竞争市场情况下的各类企业。在我国还有许多大型的中央直属企业,这些企业中,有处于完全竞争市场的公司,还有相当数量是关系国家各重要领域核心基础能力的具有一定公益性质的科研事业单位,尤其是各军工集团下属的科研院所。由于这些单位属于国有企事业单位,承担很重要的社会责任,研究的产品或是服务针对特定市场,具有一定的计划性质,在业务流程再造方面,有其特殊性,目前开展的研究较少。在国家“两化深度融合”、部分垄断行业鼓励民营企业参与竞争,使许多国有大中型企业在市场中不再是高枕无忧,尤其是许多科研院所,已经面临激烈的市场竞争,管理的变革迫在眉睫。X研究所是承担某技术领域高新技术装备研制生产的老牌科研院所,组织结构设置传统,业务流程面面俱到,具备典型的科研事业单位特点。本文从X研究所历时一年多的业务流程再造实践入手,结合理论方法,如再造原则、模式和常用的技术,以及再造的具体方法和工具,深入研究该单位业务流程再造全过程,通过对新流程的实施情况进行分析,说明业务流程再造的重要意义;同时,结合该单位新流程试点运行近一年时间的情况,总结提炼出经验和教训,对业务流程再造理论在科研院所的实际运用进行探索,为科研事业单位实施业务流程再造提供参考。
[Abstract]:In recent years, many scholars have carried out a lot of research work in combination with the actual situation of domestic enterprises, and explored the business process reengineering suitable to the national conditions. The research object is mainly focused on all kinds of enterprises in the situation of complete competition market. There are also many large enterprises directly under the central government in our country. Among these enterprises, there are companies in the completely competitive market, and a considerable number of scientific research institutions of a certain commonweal nature related to the core basic competence of various important areas of the country. Especially the research institutes under the various military industrial groups. Because these units belong to state-owned enterprises and institutions and bear very important social responsibilities, the products or services under study are targeted at specific markets and have a certain planned nature. In terms of business process reengineering, they have their own particularities. At present, there are few studies carried out. In the "deep integration of the two systems," some monopolistic industries encourage private enterprises to participate in competition, so that many large and medium-sized state-owned enterprises are no longer comfortable in the market. In particular, many scientific research institutes are already facing fierce market competition. The management reform is imminent. X research institute is an old scientific research institute which undertakes the research and production of high-tech equipment in a certain technical field. The organizational structure is traditional, the business process is all-around, and it has the characteristics of typical scientific research institutions. Starting from the practice of business process reengineering (BPR), which lasted for more than one year, and combining with theoretical methods, such as reengineering principles, models and commonly used technologies, as well as the specific methods and tools of BPR, this paper deeply studies the whole process of BPR in this unit. By analyzing the implementation of the new process, the importance of business process reengineering is explained. At the same time, the experience and lessons are summarized and refined according to the situation that the unit has run the new process pilot for nearly one year. This paper explores the practical application of BPR theory in scientific research institutes, and provides reference for scientific research institutions to implement BPR.
