石河子地区科技资源配置效率及优化研究

【摘要】:科技资源是构成“第一生产力”的核心要素,是知识经济时代的第一资源。科技资源的稀缺性与有限性决定了不同的配置方式及效率,这将会直接影响各地区经济社会可持续发展和竞争力水平。 石河子地区作为新疆兵团科技资源规模、质量最集中的地区,在国家大力扶持新疆经济社会跨越式发展和新一轮西部大开发背景下,该地区科技资源配置效率提升及优化,对实现该地区和兵团经济社会又好又快发展、顺利完成“三化”目标非常重要,这也决定了本研究的必要性、重要性。 本研究旨在通过系统、全面地调研,深入分析石河子地区科技资源配置历史及现状,并找出石河子地区科技资源配置存在问题及成因;在此基础上,通过大量文献和对管理层访谈选择测度石河子地区科技资源配置效率的指标体系,运用数据包络分析法(DEA)根据石河子地区与新疆及兵团其他地区科技资源数据测算石河子地区科技资源配置相对效率,并找出效率结果产生的原因;最后,在借鉴国内外发达地区科技资源优化配置的成功经验与启示基础上,结合兵团和石河子地区实际,提出促进石河子地区科技资源优化配置的长效机制和保障措施,希望为兵团及石河子地区相关领导部门制订科技资源优化配置的法规政策提供借鉴和支持。
[Abstract]:Scientific and technological resources are the core elements of the "first productive forces" and the first resources in the era of knowledge economy. The scarcity and limitation of scientific and technological resources determine the different allocation modes and efficiency, which will directly affect the sustainable development and competitive level of economy and society in various regions. Shihezi region is the area with the most concentrated scientific and technological resources in Xinjiang. Under the background of supporting Xinjiang's economic and social development by leaps and bounds and a new round of large-scale development of the western region, the allocation efficiency of scientific and technological resources in this area has been promoted and optimized. It is very important to realize the economic and social development of the region and the bingtuan, and to accomplish the goal of "three modernizations" successfully, which also determines the necessity and importance of this study. The purpose of this study is to analyze the history and present situation of scientific and technological resources allocation in Shihezi area through systematic and comprehensive investigation, and to find out the problems and causes of scientific and technological resources allocation in Shihezi area. On this basis, through a large number of documents and interviews with the management to select the index system to measure the efficiency of scientific and technological resources allocation in Shihezi area. The relative efficiency of scientific and technological resources allocation in Shihezi area and other regions of Xinjiang and other regions of Bingtuan is calculated by using data envelopment analysis method (DEA), and the reasons for the result of efficiency are found out. Finally, on the basis of the successful experience and enlightenment of scientific and technological resources optimization in developed regions at home and abroad, combined with the actual situation in Bingtuan and Shihezi areas, the paper puts forward the long-term mechanism and safeguard measures to promote the optimal allocation of scientific and technological resources in Shihezi region. It is hoped to provide reference and support for the relevant leading departments of the bingtuan and Shihezi regions in formulating laws and policies for optimizing the allocation of scientific and technological resources.
