资本流动视角下我国科技金融体系效益评价研究

【摘要】:科技与金融是生产力中最活跃的因素,是影响经济发展和社会进步的核心要素,科技资源与金融资源的紧密结合能够有效推动社会变革生产方式和生活方式。信息时代的今天,科技与金融更加紧密相关,彼此影响更为全面和深远。一个国家的科技金融系统运行是否有序、高效,直接关系其能否跟上时代发展步伐,能否走在发展的前列。 本文从资本流动这一新的视角来研究我国科技金融体系,从科技金融内涵界定出发,以系统的观点看待科技金融体系,分析了科技金融体系的开放性、非平衡态、涨落和非线性动力学机制等特征,模拟了资本在这个体系中循环流动的过程,构建了资本流动视角下我国科技金融体系的运行机制,定义了资本流动视角下科技金融体系的效益的含义。同时综合运用熵权法和AHP,对我国科技金融体系2006年至2012年的金融资本投入和资本技术化相关数据进行了分析,得出了衡量科技金融体系运行效益的资本效益指数,对科技金融体系六年间的运行效益进行了评价。最后,本文将资本流动视角下科技金融体系的耗散结构特点、运行机制和效益评价结果相结合,为促进我国科技金融体系有序运行、提高效益提出了全面系统的政策建议。本文在整体的分析和论述上做到了理论与实际的统一、定性与定量的统一,对促进我国科技金融体系的有序运行和效益提升具有一定的参考价值和借鉴意义。
[Abstract]:Science and technology and finance are the most active factors in productive forces and the core factors affecting economic development and social progress. The close combination of scientific and technological resources and financial resources can effectively promote the mode of production and lifestyle of social change. In the information age, science and technology and finance are more closely related, and each other's influence is more comprehensive and far-reaching. The orderly and efficient operation of a country's science and technology financial system is directly related to whether it can keep up with the pace of development of the times and whether it can walk in the forefront of development. This paper studies the scientific and technological financial system of our country from the new perspective of capital flow, from the definition of the connotation of scientific and technological finance, looks at the scientific and technological financial system from a systematic point of view, and analyzes the openness and imbalance of the scientific and technological financial system. The characteristics of fluctuation and nonlinear dynamic mechanism simulate the process of capital circulation in this system, and construct the operation mechanism of China's science and technology financial system from the perspective of capital flow. The meaning of the benefit of science and technology financial system from the perspective of capital flow is defined. At the same time, entropy weight method and AHP, are used to analyze the financial capital investment and capital technicalization data of China's science and technology financial system from 2006 to 2012, and the capital benefit index to measure the operation benefit of science and technology financial system is obtained. The operation benefit of science and technology financial system in the past six years is evaluated. Finally, this paper combines the dissipative structure characteristics, operating mechanism and benefit evaluation results of the science and technology financial system from the perspective of capital flow, and puts forward a comprehensive and systematic policy suggestion for promoting the orderly operation of the science and technology financial system in our country and improving the efficiency. In this paper, the unity of theory and practice, qualitative and quantitative, has been achieved in the overall analysis and discussion, which has certain reference value and reference significance to promote the orderly operation and benefit promotion of science and technology financial system in our country.
